Health Foundation Poor health is an increasingly important issue for young people not in education, employment or training (NEET). In 2025, 44% of 16–24-year-olds in the NEET category reported a work-limiting health condition, up from 26% a decade earlier. Drawing on consultation with young people with lived experience alongside insights from policy, delivery and academic experts, this briefing sets out how government can better support young people facing health barriers to manage their health and remain in, or return to, work and education.
