Because it fears a change of the EU fiscal rules, the Commission is resorting to a very far-reaching interpretation of the rules to make room for much more defense spending. This is a shortsighted mistake because it risks accidentally killing the rules altogether at the worst moment. Here is why:

Good outcome at the #EuCo on EU fiscal rules: National escape clause is branded as „immediate measure“ but the Commission is asked to explore further options (read: opening the rules). The insight seems to have kicked in that a prolonged use of the escape clause is probably not a good idea.

Modelled on the European Bank for Reconstruction and Development (EBRD), it would be free of the baggage of procedures and constraints that hamper existing institutions.

All EU countries plus the UK and Norway would be invited to be shareholders. It would lend money for the purchase of military hardware, focusing first on ammunition, and for the financing of the investments required by the defence industry to increase production capacity.

It would be financed by the capital subscribed by the member countries (say €100bn) of which only 10 per cent would be called and paid in upfront. It would then be able to borrow the balance in the capital markets with a triple A rating, giving it €100bn lending power without significantly affecting the member countries’ own borrowing capacity.

Furthermore, it could be a catalyst for improving military procurement practices, which are currently plagued by parochial attitudes.

Wie kommt die Union auf diesen willkürlichen Mix aus Organisationen? Einige von ihnen wurden in den vergangenen Wochen im rechten Hetzportal „nius“ und dessen kokaingetriebenen Kampagnen an den Pranger gestellt. Und auch in der Springer-Presse: Um ihre Vorwürfe zu untermauern, referenziert die Union in der kleinen Anfrage einen an Lächerlichkeit kaum zu überbietenden „Welt“-Artikel, der den rechtsextremen Verschwörungsmythos eines „Deep State“ ausbreitet und unterstellt, NGOs in Deutschland seien ein „Staat im Staate“.

Dementsprechend absurd, sprachlich wie inhaltlich lauchig ist dann auch die kleine Anfrage geraten. Kleine Kostprobe, Frage 68 von 551 (ja, es sind wirklich 551): „Haben die Kampagnen des Vereins Omas gegen Rechts Deutschland e. V. nach Einschätzung der Bundesregierung direkte Auswirkungen auf Wahlergebnisse oder politische Entscheidungen?“

Na, was meinen Sie? Haben die Omas gegen Rechts an den Wahlurnen geschraubt? Hätte Friedrich Merz ohne die Omas eine absolute Mehrheit? Ist das Bundesinnenministerium von den Omas unterwandert? Oder vielleicht doch eher die BRD GmbH?Dass die Vorwürfe der Union so abstrus sind, ist kein Grund für Entwarnung, sondern ein zusätzliches Warnsignal. Der Union geht es offensichtlich nicht um Fakten, es geht ihr um rechten Kulturkampf. Die Anfrage soll einschüchtern.

In Berlin sehen wir, wohin das führt: Der schwarz-rote Senat kürzt derzeit in einem Affenzahn Kultur- und Sozialprojekte und zerstört jahrzehntelang gewachsene zivilgesellschaftliche Strukturen des Zusammenhalts.

Das wird die neue Koalition auf Bundesebene auch versuchen. Die CSU hat in ihrer „Bayern-Agenda“ zur Bundestagswahl bereits angekündigt, alle „Förderungen von Nicht-Regierungsorganisationen (NGOs) durch die Bundesregierung auf den Prüfstand stellen.“ Es dürfe keine „Finanzierung linker Vorfeldorganisationen durch Steuermittel“ geben.

Hätte die Ampel-Regierung wie versprochen das Gemeinnützigkeitsrecht reformiert, fiele ein solcher Angriff jetzt schwerer. Doch das Versagen der alten Koalition ist eine Vorlage für die neue.
