I read this and I find myself wondering: what was the Starmer-Reeves theory of a) how elections are won b) how linear time works
It will also be an incredibly difficult SR, another reason it’s likely to be held back. Like all recent chancellors, Reeves met her fiscal rules by frontloading spending increases in the two years after the election while backloading the pain to the end of the Parliament. But unlike her immediate predecessors she fixed the date the rules had to met by (to 2030) rather than allowing them to roll forward each year, cutting off the usual escape route for her successor.

Burnham has said he will keep to these rules. In order to meet them Reeves assumed that spending after 2026 would be broadly flat and then for most departments fall in 2029-2030 by 4.4% (if NHS and defence funding increase as expected). No details were given as to how these cuts would be achieved. It is all supposed to be fleshed out in the upcoming SR. And if 4.4% doesn’t sound like a lot, it’s similar to the annual reductions between 2010 and 2015 which we’ve collectively labelled austerity.

Important new paper with obvious implications for America's own natalism-neoliberalism conversation. Yes lack of awareness & effective scrutiny. At the end of 2024, 3.67m people had valid leave to remain or a visa which usually comes with no recourse to public funds conditions. That means a blanket ban on most income based benefits like UC, CB & no access to the equal opportunities PIP & DLA offer.

Our Labour Market Stats briefing blog has just been published. The unemployment rate is at the highest level in nearly four years, and combined figures indicate that employers have adjusted to rising costs by reducing workforce size and future workforce planning. Read: bit.ly/3ZoshF2
"Overall, the combined figures suggest a cooling labour market in the UK, where employers are clearly hesitant to invest in workforce expansion. Although the data may partially reflect broader global uncertainty, it is evident from today’s statistics that employers are struggling with rising costs, which raises immediate wider policy concerns."
