I'd say "not all men" used in good faith is as harmful as those who say it in bad faith it is the ones who are good people who do think it's wrong and who ARE the examples of safe men who repeat this over and over it abbreviates the conversation to be focused on a specific man, just as it did here

THIS is an instrumental part of rape culture. This is the wider societal enabling of rape and smearing victims. This is what survivors often identify as the most traumatic part of the experience, and as a journalist who believes survivors I can say it’s one of the worst parts for me, too
