But I think the base has stopped believing the pitch—first, because it didn’t appear to work in a couple of moderate nominee losses, so that strategy fell flat in terms of electoral victories. But then Bonica hit this other point, which is, that’s a costly action. I’m just taking trans rights activists as an example of a faction within the Democratic Party network that is being asked to put its priorities on the back burner for now. That’s a costly thing for the faction to do on behalf of the whole party, right? And the establishment as well, party elites are hitting you up for donations, saying, “Democracy’s on the line, we all need to sacrifice. That also includes trans rights activists falling back.” But then in office, the Democratic Party in Congress does not appear to be taking costly actions. And then Adam’s point on corruption is one of the biggest ones, where it doesn’t look like the Democratic Party is, at the elite level, willing to do costly new actions for itself that would put the party as a whole in a better position: whether that’s older, unpopular nominees retiring before dying in office; whether that’s not doing corrupt insider dealing or taking big super PAC money; whether that means, if you’re telling trans rights activists or Greta Thunberg climate kids or Gaza activists to fall back, then on an unpopular issues like data centers and some AI policies and weapons to Israel (which is polling at 11 percent support), you also need to take a haircut on those. And I think the base is noticing, “wow, you consistently are pointing out that the Democratic Party needs to moderate on these issues you don’t care about but the base seems to, and not the ones that are unpopular to the median voter that the democratic elites like and the base doesn’t like.” So that is all really reduced credibility in this appeal from the party that, “trust us, we know how to do electability.”

This Article explains how these initiatives came about, how the Biden Reforms were foiled, and how the conflicts around both have reshaped the law and politics of student loans moving forward. We argue that the federal student loan system that developed under the Higher Education Act of 1965 and matured by the 1990s enabled insider-driven politics that allowed for legislative compromise. Inside the Beltway, bargaining between the government and private sector actors in the aid system made incremental adjustments possible primarily via legislative amendments; outside the Beltway, student loans served as a necessary institution to promote individual investments in higher education as costs rose. This normal politics deteriorated as problems with the student loan system became increasingly obvious and the Global Financial Crisis of 2008, and then the COVID-19 pandemic, imposed massive disruptions to family finances. The Biden Reforms were an effort to return to something like the status quo ante by resolving the ambiguities in student loan law in favor of a more progressively structured and user-friendly system. Intense opposition to these attempts threw the system into disarray and left us with a more populist, partisan, and polarized politics of student loans in which previously unthinkable progressive and regressive extremes have entered the realm of possibility.

Hampshire is dead, and the timing of its death hurts. I couldn't get into the various personal hurdles that I faced at the time of writing and reporting this, but there's something uniquely painful about losing these spaces at a time of rising authoritarianism. Here's one professor on that vision.
The death of the “boomer utopia” mentality that some have attributed to Hampshire was, perhaps, inevitable. The notion that one can do what one loves, and the rest will follow, is a nice fantasy but an unsustainable one in an era of growing inequality and crass technological “advancement.” As impossible as it may be, though, optimism is necessary. “I mean, what is a utopia?” Margaret Cerullo, a sociology professor from Hampshire, said to me. “It’s a place where you can imagine that the world could be different.”

Dolly is preceded in death by her beloved husband of 59 years Carl Thomas Dean (1942 – 2025), her mother Avie Lee Caroline Owens (1923 – 2003), and father, Robert Lee Parton, Sr. (1921 – 2000).
