Abstract
Election administration is under intense scrutiny, including scrutiny of the design of electoral systems.
But why do voters prefer some voting rules over others? We introduce a new construct we refer to as
the Access-Integrity Continuum. At its core, the Access-Integrity Continuum represents a voter's weighting of the relative importance of ease of voter access in an election versus the integrity of an
election. Utilizing data from a unique dataset of over 5,000 respondents from the 2022 election season, we measure the effects of the Access-Integrity
Continuum versus partisanship on respondent preferences for different voting rules. We show that the Access-Integrity Continuum explains considerable variance in those preferences beyond partisanship.Conclusion
Designing electoral systems presents a series of choices with hefty consequences. With these voting rules, voters often must prioritize integrity or access.
This study significantly enriches our understanding of voting rules preferences by introducing the Access-Integrity Continuum. While traditional scholarship has predominantly focused on partisanship as the primary driver of voting rule preferences, our findings underscore the role of a prioritization of either access or integrity. In so doing, the Access-Integrity Continuum offers a more comprehensive framework for analyzing voting rules preferences that transcends simple partisan lines.
Importantly, the heterogeneity within party coalitions revealed by the Access-Integrity Continuum suggests that efforts to bridge divides over electoral policies must consider the broader values voters prioritize.

Per my research, "he's not from around here" is a bad enough hit. But this is a good example of a downstream effect, which is that it makes it easier to form a narrative around place/space-related issues like data centers. "He's from LA, and thus wants to make where you live more like LA."

President DJTNew U.S. tariffs on 60 economies take effect Friday, in the latest recourse by President Donald Trump's Administration to impose alternative taxes on imported goods after the Supreme Court struck down most of his aggressive ones earlier this year.

The Maine postmortem showed that voters soured on Gideon in 20 because of the long campaign. So perhaps a shortened window isn’t a bad thing for Jackson. Maine is also the only state that split its senate and presidential vote in 20, and Collins knows how to win her state. In short, Maine is weird.
Former Maine Senate President Troy Jackson formally clinched the Democratic nod to take on Sen. Susan Collins (R-Maine) in November, giving the party just 100 days to quickly turn the tides in the must-win race.

Regular reminder that runoffs are stupid for several different reasons.
In 2024, primary runoffs cost states at least $7m and most runoff winners got fewer votes than in the finst round
December 17, 2024 - Every 2024 federal primary runoff had lower turnout than the first round, with turnout falling by a median of 63%, according to a new Fair Vote report. 81% of candidates who won runoffs received fewer votes in the runoff than they did in the first round, effectively negating the runoff's purpose. Ranked choice voting - also known as
"instant runoff voting" - is a better alternative, capturing the majority's preferences in a single election when turnout is highest.
The 2024 primary season saw the largest runoff turnout decline since FairVote began tracking runoffs in 1994. And these low-turnout elections come at a high cost to taxpayers - at least $6.9 million and likely $9-12 million this year, even though there were no statewide primary runoffs. A Kennesaw State University study found that the 2020 statewide U.S. Senate runoffs in Georgia cost the state $75 million.Southern states adopted primary runoffs to help maintain white Democratic control of politics.
In the Jim Crow South, white supremacists and segregationists manipulated electoral rules to ensure their continued dominance. Primary runoffs were one part of this. At the time, the Republican Party was virtually nonexistent in the South, so winning the Democratic primary was tantamount to winning the election. Having a runoff during the primary ensured that a candidate supported by the anti-civil rights majority would prevail.
As more and more Black Americans became voters in the South, the runoff system also helped to ensure they. were excluded from exercising real political power.
Under racially polarized voting - meaning voters of different races largely support different candidates - runoffs gave white voters a chance to defeat candidates supported by Black voters. Under a plurality system - where you just need the most votes to win, not necessarily a majority — candidates supported by Black voters could only win their primaries if the white vote was split between several candidates. By requiring a candidate to win a majority of the vote, however, the runoff system allowed white voters to consolidate around a single candidate to defeat the candidate supported by Black voters. Even as other aspects of Jim Crow were dismantled, the primary runoff system served to maintain the power of white Americans.
