The whole Trump administration is just rooting around in complicated systems - regional balances of power, state legitimacy, funding for global health - and ripping wires out, and they've frankly been lucky that they've ripped out so many wires without electrocuting themselves. Won't last forever.

We need to build some real social stigma around being afraid of cities. You don't have to like them or live there, but a politics built this strongly around watching TV and going "ewww" is embarrassing, and people should be embarrassed by it. It's like "fear of werewolves" being your top issue.

The point here isn't that voters are always right, or that elected officials should vote purely based on their perception of the electorate's wishes. It's a back-and-forth push and pull of competing interests and incentives, and for too long, there hasn't been enough pushing.
