In recent years politicians have (to greater and lesser degrees) responded to the climate crisis, the housing crisis and the trade crisis. Nobody has responded or is responding to the crisis in care, though that's the crisis that the greatest number of people grapple with every day...hence new fees.

Anecdotally what I'm seeing a lot is patients either avoiding the emerg completely or leaving after several hrs of waiting. Then they wait days or weeks to see me in the office, which is often not appropriate or safe. Sometimes, I have to send them straight back to the emerg. This is really bad.
