We don’t yet. It will be open to the public but it’ll be a work session so there’s audio stream but not video. (We do it in a conference room that doesn’t have AV setup) There isn’t typically public comment but it’s always right before council meeting where there is.

I have requested a work session to discuss ending the contract early. Right now, the city manager is on vacation, but assuming at least two other council members agree to the discussion, it will be scheduled upon her return. (I expect at least two others will agree.)

Minor distinction but they’re only allowed to place them *near* those streets but not *on* due to limits in the law. I would like to see it allowed on county system too, and Xerxes and 50th both seem like good SW candidates if that were allowed.

Didn’t realize you were local. I’m in Richfield and I would like us to have the same option to use these. Mpls seemed to be very deliberate in ensuring they were placed fairly and not concentrated in highly BIPOC areas. Seemed like a good balance.

I don’t know as much about UK police relations but I believe police and roadside stops have a more controversial history in the US. So eliminating the most common of roadside stops while improving compliance seems like a public safety and equity win-win.

Those both sound reasonable but I just don’t buy that enforcing speed laws consistently and fairly somehow prevents those things from happening. UK uses speed cameras a lot and has a far less aggressive car culture

To help manage costs and impacts, there will be no parking north of 65th, and we will have to accept the imperfect bike connections to the north and south. Crosstown bridge won't be modified, but the south intersection will be, removing the free right and having single lane SB.

This is an unusually challenging corridor for Richfield, both with limited right-of-way and little opportunity to expand it without being fairly destructive. For that reason, we won't be able to do a roundabout at 66th, which alone would have added ~$8 million.

The Penn Avenue rebuild came to City Council last night. Nothing is final until the layout is approved, but right now we are looking at: 1. Protected bike lanes (66th-style) 2. Street parking for Penn Central, 65 to 68 3. Ped refuge on most corners 4. Roundies at 75, 69, 64.

My husband and I live in the Nokomis neighborhood of south Minneapolis and were invited to an event at Alma, located in northeast Minneapolis. We had planned to drive until a friend attending the event alerted us that because of the Stone Arch Bridge Festival nearby, parking would be tough, so we should plan accordingly. We shrugged and decided to bike there, no problem. Thanks to the dedicated paths along West River Road, the Franklin Avenue Bridge, East River Road and University Avenue, we had a safe and easy trip there and back. As an added bonus, we had some positive interactions with participants in the Special Olympics while waiting at a stop light, and even got to ride alongside the torch bearers on East River Road on the way home! It was downright amazing to be in close proximity with these incredible athletes for such an inspiring event, and we cheered them on while I rang my bike bell for good measure.

The takeaway: Beyond the convenience of not needing to worry about parking and getting a little extra exercise on a beautiful Saturday morning, we were able to experience human interaction that would not have taken place from inside a car. While riding my bike to work, I have exchanged hellos with the same elder gentleman on his morning walk countless times and smiles with other cyclists passing in the opposite direction. It’s a great way to start the day!

And for those of you reading this thinking, “Well, that must be nice for you, but I live too far/physically can’t/etc.,” think of it this way: When those of us who are able to bike take advantage of those paths and do it, we are giving you extra room on the road, and an extra parking spot. You still get to benefit, too.

There's also admin support side — getting in contact with registered owners if they can be identified, dealing with unclaimed cats, and paying the pound. (We use Bloomington's pound under contract.) But I would guess literally catching the cats (CSOs) would be main issue.

Community service officers (usually people on track to become full peace officers but not yet) are who deals with dogs, and would presumably be responsible for loose cats. That's likely the main bottleneck and there's seasonal variation — they also help with code enforcement on buildings.

If we were to regulate it in Richfield, the normal way to do so would be via the council-initiative process, which would next happen in early 2027. We will likely have the same concerns about staff capacity, so I need to hear more from the public about this to feel like this is a high priority.

Are there cities that specifically prohibit cats? We can look into this in the future, but staff raise a good point that it is a lot harder to catch a cat than a dog. (And that dogs pose more obvious risk to humans)

Here's the info I got from staff who manage animals: "The city regulates dogs at large for safety reasons that cats generally don’t pose, and dogs are much easier to find, catch and return in most cases. The intent behind the code is to keep dogs from running the city unleashed"

I'm not familiar with the issue, but I passed it onto staff after taking a look at code. It has not been a complaint or policy idea that's come before council in my time, but I asked if staff have any background. I suspect it just hasn't been a widespread problem, not a deliberate omission.

We do not have any control over the Planned Parenthood clinic opening or closing. Unfortunately, PP closed many clinics due to federal funding cuts. As far as I know, they still have the lease and will reopen if they can. In meantime, clinic on Lagoon and Emerson is only 5 miles away.

At least one member had some preference for Option 3, liking the benefits of having both bike directions on one side. Personally, I like the ease of passing and riding abreast with that design, but in a context with lots of driveways and cross streets, I worry about the safety.

Option 4, providing an asymmetrical facility with no dedicated bike space, was not recommended to advance to public. Overall, the one-way pair of Option 1 was most folks' highest preference, but there's openness to a more compact layout for Penn Central business district.

Last night, the Richfield Transportation Commission discussed four bikeway concepts for Penn Avenue. Three will go forward for input. Option 1 is the "66th Street"-style. Option 2 (like Minnetonka Blvd) is a possibility alongside Option 3 (like Hennepin Ave uptown).

Yeah it's a funny quirk of realigning W 65th Street in the 1980s to accommodate the Hub's expansion. I guess they didn't want to change established addresses, or maybe wanted west side to still correspond to east?

We live in a metropolitan area of the United States. People who are going about their lives like other Americans are being taken away for no reason and trauma is being inflicted at schools, hospitals, neighborhoods. It’s appalling that complaints are made about their dining options being affected.
