I’ve met Eric Schmitt, he’s not a strong man. When I looked him in the eye one day without saying a word to him at an event he put his head down and kept walking as fast as possible. His staff is laughable for creating this scheme.

having just wrapped this up, my conclusion: dysfunctional institutions make for dysfunctional publics. the structure of the meiji constitution excluded the masses from governance; censorship, misinformation, and state ideology left them riled up but badly informed the result was... not great.
