So turns out 2ship was not even made by the Harbour Masters, but by a third party, but the project had a hostile takeover by HM and they apparently banned the original devs from the HM server for opposing how HM was handling everything and AI. These people are genuinely awful jesus fucking christ.

it's mostly a weird sort of numbers-go-up dungeon crawler about filling out a map? With a mostly fixed party of characters, and occasional boss fights where you play fire emblem (there are also actual "dungeons" with extremely rudimentary DRPG combat but unfortunately they fully just Suck Ass lol)

played enough to have a pretty good sense of the overall game structure. it's really odd? they kinda don't let you play fire emblem very much you get one big tactics fight every 2-3 hours and everything else is "the 3h monastery but 5x bigger" and "weird resource-management overworld traversal"
