Not necessarily. Bubonic plague can progress to pneumonic form if untreated. Also, some common lab procedures can generate infectious aerosols & possibly in this case containment has failed. Plague is endemic in rodents in Siberia, so there may be legit reasons for studying it in the lab.

Looking up into the central tower at Durham Cathedral. The nave below was fairly complete by 1133, and the end of that century saw the building of the galilee chapel and the twin west towers. The choir was rebuilt in the 13th Century, and then 200 years later this tower was the finishing touch.

The Phantom of Heilbronn, also referred to as the Woman Without a Face, was a presumed female serial killer whose existence was inferred from DNA evidence found at 40 crime scenes across Austria, France and Germany from 1993 to 2009.

In March 2009, investigators concluded that the supposed serial killer did not exist, and the DNA belonged to a woman who worked at a factory that made the cotton swabs used for collecting DNA samples
