Kemi Badenoch wants to exempt the family home from inheritance tax. But that creates a perverse incentive for elderly people to *upsize* to save IHT. That could double the cost of the policy, and push £100bn+ from savings into housing. A 🧵 on bad tax cuts.

The ability to pour hundreds of millions of pounds into a loss-making TV channel, bent on wrenching British politics sharply to the right, is yet another of the ways in which extreme wealth is trying to remake UK democracy. It needs to be part of any serious conversation about political funding.

How about replacing IHT with a Capital Acquisition Tax (CAT), which involves taxing the recipients of gifts where the accumulated lifetime amount received exceeds a certain level or levels. Ie taxing unearned windfalls received as an accident of birth. Hypothecate CAT to Social Care.

Eire removed its version of IHT; public sentiment felt it was unfair. Instead they introduced Capital Acquisitions Tax, which a taxes the recipient of gifts above a cumulative lifetime limit. Ie it aims to tax what are considered excess unearned windfalls some receive as an accident of birth.

There are good economic arguments in favour of a LVT but some recent analysis by the IFS highlighted some practical difficulties. I suspect it would fall foul, as would my suggestion of the 3 pathologies (Public, Political & Press) highlighted in a recent IPPR paper on tax reform.

Not at all. Other countries have replaced their ‘death taxes’ with gift recipient taxes because it is felt to be fairer to tax someone who acquires an unearned windfall. Many tax experts and economists advocate such an approach. It is much harder to avoid than the current IHT regime.

IHT should be replaced by a cumulative Gift Tax on Recipients hypothecated to Social Care and Education. Eg if an individual receives an unearned windfall in the form of cumulative gifts above a certain level during their lifetime they pay Income Tax on it.

I'm sure there's a pattern here but I'm damned if I can make it out.
How misperceptions divide along party lines
Reform UK supporters think half of London’s population is Muslim. Their median guess of 50% is notably higher than the equivalent figure for Conservatives (40%), who guess next-highest, and more than three times the reality of 15%.
Different parties’ supporters misperceive London's ethnic make-up in different ways. Green and Labour supporters most overestimate the White British share, guessing 50% against a reality of 37%, while Reform supporters most overestimate the Black and Asian populations, estimating each at 30% against realities of 14% and 21%.
On the crimes that have genuinely risen, it is supporters on the left who are most often wrong. Violence and sexual offences have both increased in London, even if rates of both are still among the lowest in the country, yet fewer than half of Labour and Green supporters recognise that either has gone up – compared with majorities of Reform and Conservative supporters.
Reform supporters have the most inflated view of the risk of crime in London, guessing that 40% of Londoners were victims of crime in a single year – more than three times the reality (12.2%) – and are most likely to wrongly think total crime has risen since 2019, with nine in 10 (87%) holding this misperception.
Reform supporters also most overestimate how unsafe Londoners feel, guessing that 70% do not feel safe walking alone after dark – 10 points above Conservatives (60%), the next-highest, and almost double the reality of 37%.

Kwasi Kwarteng's crypto company? When I was investigating Reform's financial ties a few months ago, drawing up a map of who was connected to whom, this was the biggest mystery. Nine years ago, aged 53, he declared himself "skint" because "there's no money in politics".
Only two years ago he was telling friends that he could not afford to run in the coming election. Then suddenly, his fortunes seemed to
and change utterly. How?
The likely explanation emerged this week: he was given E5 million by Christopher Harborne, a Thailand-based crypto billionaire and Reform UK donor. The money, Farage says, was a personal gift
disclosable. It was to pay for bodyguards, he said, making him "safe and secure for the rest of my life". But such protection costs are, at most, £300,000 a year. Farage was given a lifetime of financial security, clearing the way for his return to the political arena. Albeit with a lifelong feeling of debt to Harborne, who sits in a web of interlocking global financial interests.
