This plays into one of my other perennial fascinations, which is that "a period of European predominance in Africa" is basically predetermined by the 18th century, but the total colonization/conquest/partition of the continent is a *very* late development with a lot of contingent factors.

Also as far as I can tell the civilization-State stuff is an attempt to naturalize spheres of influence and exemption from liberal univeralism, largely contingent on the continued performance of these "civilization-States" (Chinese growth pretty much) rather than any veritable timeless criteria.

It's perfectly simple. A civilization-state is any country that used to have an empire at least 1,000 years old plunked unevenly in the rough area of its current international borders. Also, its TRUE and NATURAL borders are the aggregate of the largest historical sizes of all previous empires.
