Precisely this. Everyone asking if this is a gambit to put pressure on Canada in the context of the USMCA talks is missing the forest for the trees. No matter what Canada concedes, it will never be enough to buy trade peace, because the US isn’t interested in peace. That’s the lesson here.

Good work being done debunking the forest management accusations - but also worth remembering that this tariff threat comes without any indication of how it would be legally justified. Costs of new tariff would also pile on to what Americans are already facing, as opposed to Canada “paying”, per se.

As I said a long time ago, we saw peak tariff last year. From now on there will be fiddling around trying to protect particular bits of the economy and somewhat half-assed/half-arsed attempts to do coercion. The big tariff war has de-escalated, and Trump was not the winner.

Two often-conflated debates I think it's worth treating as separate are: 1) Can tariffs theoretically be used to achieve policy objectives? and 2) Are our current governments sufficiently strategic, skilled, informed, independent, incorruptible, and long-termist to use them that way?

This is big. “The provisional deal introduces lower import quotas by limiting tariff-free import volumes to 18.3 million tonnes a year: a 47% reduction compared with 2024 steel quotas. It would also apply a 50% customs to imports above the quota and to steel goods not covered by it.”

Tariff rebates will go to the importers that actually paid them, because the government knows who they are and what they're owed. Most couldn't pass those refunds on to final consumers even if they wanted to. The fun part is if these 122's are ruled illegal a year from now, all this happens again!

I keep thinking about Trump vowing to make more money off what he does next after this SCOTUS decision. He’s telling on himself - making it even more clear this is about taxation, not security. The majority today said taxation is Congress’s job. Over to you, legislators.

What problem is Trump's new global 10% tariff meant to solve? If it's about leverage, ask: How much leverage do you get from a tariff that disappears in 150 days? If it's onshoring: Who builds new factories based on tariff that disappear before the factory is built? It's a tax. That's all it is.
