The more combative Dems get, the more of this they will run into. It will be a coordinated wave of elite opinion, scolding them, tamping them down. The fight strategy *only* works if they are willing to bull their way through it, blow it off, mock it. (Their history does not raise one's hopes.)

I’m not defending the practice but, with a budget having to be balanced, staff needs to find ways to balance knowing that the whole budget won’t get spent where you expect. Budgets are a snapshot in planning and are just that, a plan.

evanphillips.bsky.social @evanphillips.bsky.social · 26/09/2026
In terms of budgeting, it often makes sense as a ‘cut’ because you know you will have to pay it but, you also know other parts of the budget will always underspend and it’s perfectly normal in most cases to shift underspent resources from one place of the budget to cover the OT overspend.

As management you have almost no ability to reduce the overtime which means you have to do decide whether hiring more personnel can save you money but when you add on benefits, OT usually still is the better financial bet because it’s a one-time expenditure and doesn’t compound.

Here’s a dirty little secret about budgeting public safety overtime from Chicago, Seattle and Bellevue. Most of the OT is contractually mandated. In the case of many IAFF contracts there are often mandatory minimums for the number of people per vehicle. What this means operationally is…

This quote by Dwight Dively, who spent nearly two decades at King County doing budget work but is now back at the City of Seattle, is really quite damning and I'm afraid it will get buried in today's news cycle.
"I left a city government that ran well," said City Finance Director Dwight Dively, who served as the City's Finance Director for more than a decade before returning to the role this year after sixteen years away. "Coming back, I was struck by how much had changed, and not for the better. There is real work to do here, and I am glad to be part of doing it. Seattle residents trust us with their money and their services. Being a responsible steward of that trust is the job."

For a bunch of union-busting oligarchs, you’d think that they would lean on the Guild for making public safety so obnoxiously expensive that they can’t get their business-friendly tax cuts. I say that tongue in cheek, but honestly, it’s a weid blind spot as public safety cripples every general fund.
