Despite major reforms in 2022 and 2023, the SGM is currently doing essentially nothing to reduce emissions. After you account for facilities entering and exiting the scheme, emissions from facilities covered by the safeguard mechanism fell by just 0.4% between the first and second years post-reform.
This waterfall chart shows total emissions from all safeguard facilities in 2023-24 and 2024-25. Before accounting for facilities that exited or entered the scheme between years, total emissions dropped by 3.25 Mt, or 2.4%. However, 2.76 Mt of that reduction is just because there were fewer facilities in the scheme in the second year than the first. Emissions from facilities bound to safeguard baselines in both years fell by just 0.5 Mt, or 0.4%.
