When asked why they waited to go public with their concerns, whistleblowers' top reason cited was fear of retaliation. 🚨 Almost all whistleblowers raise concerns internally first. Only after their attempts to address misconduct are ignored do they “blow the whistle” publicly.

UK tech secretary Liz Kendall says former Information Commissioner John Edwards is "preparing to serve legal papers on one of the women at the ICO who raised concerns about his behaviour" www.theguardian.com/uk-news/2026... Kendall's evidence to Commons SITC today parliamentlive.tv/event/index/...
Kendall said of the woman Edwards is said to be taking legal action against: "By reporting her concerns, she supported the independent investigation that upheld multiple allegations made against him. And I have reached out, as best I can, and said they need to know that they will always be listened to without being put at personal risk. Quite frankly, I'm appalled by that behaviour."

The ICO said it could not comment for legal reasons.

🔴 Germany plans to heavily restrict the access to public information. Transparency International Germany warns that current plans from senior coalition leaders of the CDU, CSU and SPD – the federal government partners – will gut Germany’s Freedom of Information Act (IFG). 🧵⬇️
PROPOSED CHANGES IN GERMANY’s Freedom of Information Act (IFG) AT A GLANCE:

Restrict access to information by requiring applicants to demonstrate a “legitimate interest,” reversing the principle that public information should be accessible by default.

Remove the right to file information requests for organizations and potentially exclude millions of residents without German or EU citizenship.

Eliminate the current fee cap, potentially making requests prohibitively expensive and turning access to information into a privilege rather than a right.

Allow authorities to routinely redact the names of officials responsible for decisions, reducing accountability and increasing risks of corruption and abuse of power.

Introduce additional grounds for rejecting information requests, making it easier for authorities to withhold information.

The UK Information Commissioner has "voluntarily stepped aside … while an independent investigation into HR matters is undertaken" www.politico.eu/article/head... People had recently started to ask questions about Edwards's absence e.g. www.whatdotheyknow.com/request/foi_... #FOI #dataprotection
Edwards has helmed the U.K.'s independent data protection regulator since 2021 and was expected to step down from the role later this year as part of a wider restructure of the regulator under the Data (Use and Access) Act. He previously served as New Zealand Privacy Commissioner from 2014 to 2021.

A spokesperson for the Department for Science, Innovation and Technology said: "It is right there is an independent workplace investigation and that the Information Commissioner has stepped back from his duties so the proper process can be followed. We remain in close contact with the ICO."

Need to decide on public and private data: SC
Defining what constitutes "public data" and "private data" is crucial to determining the validity of the Digital Personal Data Protection (DPDP) Act 2023 and corresponding rules 2025, the Supreme Court said on Thursday as it agreed to examine a petition challenging the law alongside a batch of similar petitions listed later this month. The petition raised concerns about state surveillance and other issues. (Sanjay Sharma) The court was dealing with a petition filed by journalist Geeta Sishu with the Software Freedom Law Center (SFLC) that raised concerns about state surveillance, exemptions given to state agencies to collect private data, compensation in cases of illicit or illegal access, lack of judicial oversight and the independence of the Data Protection Board that adjudicates complaints.

Who knew? How Starmer kept his digital ID plan secret for months www.computerweekly.com/blog/Compute... Keir Starmer tweets on digital ID as Caerphilly Labour loss met with silence www.thenational.scot/news/2556856... ("sporty timelines"?)
"Many teams across GDS and DSIT, with our partners in the Home Office, have been doing exceptional work in the run up to the original announcement, and since. I want to thank everyone who has been running hard at this to get us to this point. Those working on digital ID so far know it has been a challenging few months of ambiguity, sporty timelines and high expectations," she told staff.

Starmer's announcement seems to have distributed that ambiguity around MPs, the tech sector and the wider public, given the negativity of the subsequent reactions.

The government faces a huge task to reverse that negativity. Is digital ID simply a "dead cat" strategy, as some have suggested? A deliberate distraction from other problems, to get people talking about a policy that may eventually prove to be neither mandatory nor national? It's too early to tell.
