That is as true of the university police as it is of the PR office. The university is all about protecting itself and its reputation and image as a place students want to come. Crime reports tarnish that image. They would rather sweep them under the rug than seriously address them.

l've been a SA advocate for decades:
NEVER go to campus resources for a SA. Call a rape care hotline/program (off campus), get a SA advocate (they're free), go to a SART hospital for care (and evidence collection if you choose).
They activate the police. Schools have NO business in this process and will minimize and bury it. It's a criminal matter, not an administrative matter.
Period. No exceptions.

Campus rape is really widespread; statistics suggest a significant percent of women who go to college will be raped there; feminism opened up a good conversation about it around 2012-13; it's weird when people treated Cornell like an isolated rather than dramatic example of a pervasive problem.
