Wasting China’s #solarpanel surplus is madness - Clean power, on a scale that would have seemed utopian at the time of the Paris climate treaty in 2015, is now within reach. The price of solar has fallen to rock bottom. And yet factories are idling www.ft.com/content/b6ca... via @FT #ActOnClimate

T Deryugina, @ygorodnichenko.bsky.social & M Reguant argue a better approach to energy rationing is load limiting via smart meters. Rotational outages function as a regressive tax, but load limiting generates substantial savings while impacting fewer households. cepr.org/voxeu/column... #EconSky
Figure: Distribution of blackouts before and after the Russian attack on 8 November 2025.

Ukraine’s grid operators have primarily relied on rotational outages to manage power scarcity, but this effectively functions as regressive tax on those least equipped to self-insure against supply disruption. This column introduces a more efficient and equitable approach: load limiting via smart meters. By constraining the maximum power a household can draw at any moment, load limiting cuts the use of energy-intensive household appliances and generates substantial savings while affecting relatively fewer households and keeping the lights on. European transmission and distribution system operators should treat load-limiting frameworks as standard emergency preparedness, not a future-state ambition.

I try to be open minded when people engage with climate issues, but this kind of argument about AC is really very silly. You only need replace “cooling” with “heating” to see that using appliances/energy to protect against temperature extremes should not be viewed as some kind of moral sin.
