Back of the envelope calculations: 3600 years of research time went into the collective application process. The research will fund 3200 years of research. We are 400 research years poorer as a result of this. 1/2

NSF has reduced the research budget for all atmospheric, ocean, and earth sciences by ~80%. 80%! A lot of us will not be conducting new research or training new students for the foreseeable future.

Third: "scientists would present the case for research agendas to a jury of randomly selected citizens" OK. Good luck with that.
A better place to start is Kilgore’s vision: making science answerable to the public through stronger congressional oversight, regional equity in funding, and public ownership of patents. But given the outsize influence of interest groups, including scientific lobbies, over the budget process today, even broad congressional guidance is not enough. We need new institutions that can direct research toward the needs and problems of the public and give ordinary people more say in the determination of scientific priorities. To this end, we could establish adversarial science courts, where scientists would present the case for research agendas to a jury of randomly selected citizens, who would then deliberate about the value of different scientific agendas and make broad recommendations for funding priorities. These could be modeled after successful participatory budgeting processes such as those in Portugal, Porto Alegre, Paris, and New York City.

Just look at these paragraphs from the AP story. Hegseth called Brown unqualified solely because he's Black. Then they fired him... and replaced him with a white guy so indisputably unqualified that he requires a Presidential waiver. This is what "merit" means to them. apnews.com/article/trum...
Hegseth had previously taken aim at Brown. “First of all, you gotta fire, you know, you gotta fire the chairman of Joint Chiefs,” he said flatly in a podcast in November. And in one of his books, he questioned whether Brown got the job because he was Black.

“Was it because of his skin color? Or his skill? We’ll never know, but always doubt — which on its face seems unfair to CQ. But since he has made the race card one of his biggest calling cards, it doesn’t really much matter,” Hegseth wrote.Caine’s military service includes combat roles in Iraq, special operations postings and positions inside some of the Pentagon’s most classified special access programs. However, it does not include key assignments that were identified in law as prerequisites for the job, with an exemption for the president to waive them if necessary in times of national interest.
