City staff have new software that can track close calls and driving incidents that are reported to 311, so for now any time you see anything you don’t feel comfortable reporting to police, I suggest shooting off an email to 311. We’ll see where that leads.

Car free school streets - why delay? We support this proposed motion from the Active Transportation Advisory Committee urging HRM to produce an evidence-based final report www.halifax.ca/sites/defaul...
Date of Meeting: August 13, 2026
Subject: HRM-Led School Streets Pilot Program
Motion for Active Transportation Advisory Committee to Consider:
That the Active Transportation Advisory Committee recommend that the Transportation Standing Committee request the Chief Administrative Officer direct staff to prepare a report
on the HRM-led School Streets Pilot Program, as directed by Regional Council on November 14, 2023. The report should take into consideration the presentation received by the Active
Transportation Advisory Committee on April 16, 2026 regarding the 2024 Walk ’n Roll-led School Streets Pilot, including its outcomes, lessons learned, and recommendations.
Reason: The School Streets Pilot Program led by the Halifax Regional Municipality was not assessed based on all available data and insufficient reasoning and evidence was provided by HRM for not
moving forward with a School Streets Program.
Outcome Sought: For a staff report to prepare, considering the outcomes of the School Streets Pilot Program, which takes into account all available evidence, including the Walk ’n Roll led pilot program.

staff recently confirmed no reduction in 2025 on very high levels of pedestrian crashes - 172. Cyclist crashes reached a new high of over 100 (Road Safety Steering Committee minutes, April 8, 2026)
Collision Statistics
• Early 2026 (January and February) collisions are below the three-year
average.
• Zero known fatalities in January or February of 2026.
• March data is pending due to data transfer issues.
• 2025 pedestrian collisions currently totaled at 172, consistent with the
prior four years; however, the focus remains on achieving a downward
trend.
• HRP can provide an outlook on how many remaining FSI collisions are still
open for 2025 prior to numbers being used for annual reporting

Due to confusing language used by HRM, the media and the public misunderstand our ambition (or rather lack of it) on road safety. We have no goal to achieve zero road fatalities, nor to reduce injury & fatal crashes The position is summarized in @visionzerokh.bsky.social's slide here
Slide: What needs to happen now?
1. Adopt an absolute target to achieve Vision Zero by 2035

Definition: “Vision Zero is a philosophy that positions deaths and serious injuries as an unacceptable result of crashes and sets the ultimate goal of eliminating them “ - Transportation Association of Canada

Our current inadequate goal: “maintain a downward trend in the rate of fatal and serious collisions per 100,000 residents”
