Man we were losing to IEDs and dudes in pickup trucks as far back as the 2000s. Our military was being driven out of nations by guerilla warfare in the 70s. We have been wasting money on the military for as long as I've been alive, because we cannot fight asymmetrical conflicts. We tend to lose.

This is a trap a lot of fantasy medias fall into, that factions have to be some weird fucking ethnostate bullshits filled with your usual fantasy races and then just call it a day. In most case, this will suffice as the setting is only used for the heroes to journey through and not much else.
