A new report by Areto examines the online abuse directed at Tory Whanau and Jyoti Gondek during their election campaigns.

The report tracks how identity-based abuse shaped their ability to participate online, how it affected staff and democratic engagement, and how AI moderation tools were used to manage that harm.

As someone who researches online abuse against women in politics, a lot of this felt very familiar.

One of the report’s most important findings is that much of the abuse was tied to identity rather than political disagreement.

The abuse directed at the two mayors focused heavily on:
• race
• gender
• ethnicity
• religion
• visibility itself

That reflects a pattern we see consistently in research on online gender-based violence: women in public life are often punished simply for occupying public space.

The report also highlights something law still struggles to recognise well: cumulative harm.

A single hostile comment may seem insignificant in isolation. But thousands of degrading, aggressive or dismissive comments over time fundamentally shape:
• safety
• participation
• mental health
• democratic engagement

Most legal frameworks still focus on individual incidents rather than the broader environment created through repeated hostility.
