The lead dev on Scarlet Hollow gave an excellent talk some years back about branching narrative in video games and how to manage the scope/scale of it. Players want to feel like their choices matter in a story-driven game, but the more choices matter, the more work for the devs.

The games in which people do not "save scum" are the ones where, when you fail, you create a worldstate that you hesitate to erase and swap for a "better" version. Where that failure also creates something that you would destroy by reloading. This is rare, but not impossible, in a video game.
