These things may be called "hearings" or even "trials," but they are not judicial proceedings. If it seems like these judges are biased entirely in favor of the administration, it's because they are. They are literally employed by the administration.

In this case, the immigration judges work for DOJ. (Other agencies have administrative judges too. Ex: There are admin judges employed by the EPA to hear cases involving potential violations EPA regulations, and so forth)

Posting for those unaware: These "judges" are not the kind of judges you're probably thinking of. Immigration judges are not part of the judicial branch, they are part of the executive branch. These are what's known as "administrative judges," which means they work for the executive agency.
