Until now, the academic research on IZ has been mostly inconclusive because of all the confounding variables in real life cities. This study utilizes a statewide change in IZ's legal status to isolate its effects, and quantifies each program's stringency. Case closed! Here's a good summary:

The Seattle Miracle: 1️⃣ Seattle’s tree canopy cover grew 50% (10pp) since 2007. 🌲 2️⃣ Seattle’s population has grown by about 25% (150k people) over the same timeframe. 🌆 This is an incredible civic achievement. Politicians should be shouting this from the rooftops.

Driving a car is incredibly dangerous, it should be one of the most regulated experiences on earth, and it is very upsetting to watch people who correctly don’t trust the cops turn against automated enforcement because the alternative is relying on a cop’s judgement to enforce the laws.

It's tunnel vision to focus on MHA generating funds for affordable housing. It can! But it comes at the cost of raising rents for everyone else. Because no housing gets built until the worsening shortage pushes up rents high enough to offset the MHA fee. And that hits lower-income renters hardest.

A sleight of hand that the Seattle Times Editorial Board does in its column today: downplay the impact of SEPA appeals, and yet fail to actually articulate what if any "legitimate problems" have been sorted out by the appeals that have been successful.
Is the hearing examiner besieged with flimsy environmental challenges gumming up progress?
At a briefing earlier this month, a council staffer noted there were only 28 SEPA appeals to the hearing examiner from 2016-2026. Of those, 19 were dismissed or withdrawn. But here’s the thing: They were dispensed with fairly quickly — the average appeal time for dismissed cases was 69 days; 52 days for those later withdrawn.
By comparison, the few cases found to have merit took much longer. The single case where an environmental statement was sent back for review took 374 days.
In other words, where there was a legitimate problem, the process appropriately took time to sort it out.

Seattle is about to get screwed. King County Council is proposing to increase our sales tax and send it to wealthy suburbs that don’t want to pay for their own road building. It will soak Seattle for $3 million a year, in perpetuity, to maintain roads in Medina and Bellevue. Ask for a fair deal 👇🏻
