In this story, they highlight two researchers who scored in the 3rd percentile well over a year ago and were not funded. Is this the environment that’s supposed to “encourage innovation”? How many past papers and discoveries would we have missed under these conditions?
A panel of peer reviewers, also known as a study section, discussed the proposal on April 28, 2025, Mkandawire-Valhmu's records show. Aside from ranking it in the third percentile, they gave it an "impact score" of 19
— a numerical rating ranging from 10 to 90 that predicts a project's chances of having an influence on its field; lower scores are better.
Just over a week later, it was taken up at the second level of review, an NIH advisory council that recommends whether the agency
should fund it. On Mkandawire-Valhmu's grants portal, its status then changed to the noncommittal phrase "council review completed." The researcher said she's asked her NIH program officer at least three times over the last year for clarity, only to be told the staffer doesn't have any information.Mkandawire-Valhmu isn't alone in waiting a year for answers. Shonna McBride, a professor of microbiology and immunology at Emory University, applied in the fall of 2024 to continue NIH-funded research she's been
doing for a decade on C. difficile, a deadly gastrointestinal bacterium. The application was supposed to be taken up in a study section in February 2025, but because those meetings were on pause for the first few months of the Trump administration, the review didn't happen until that May, she said. She scored in the third percentile — "the best review that I've ever gotten," she said.
