Same reason we have to do taxes in the first place. Most other countries, their version of the IRS calculates how much tax is owed off their W2 and just sends a check or a bill. You think it's wrong, you can appeal. We WERE going to have that, but H&R Block and TurboTax lobby dollars stopped it.
