It also found cryptocurrency was increasingly being used to hide funding sources for organisations accused of anti-Semitism, with gift aid also being used by these organisations.
The report's authors also accuse organisations of deliberately targeting young people with anti-Israel material.
Lord Walney, a former government extremism tsar, will release the report in the House of Commons later on
Wednesday.
He will say: "A phenomenon widely portrayed as spontaneous and grassroots is, in significant part, the product of a coordinated and internationally financed network" and "a troubling number of the organisations within it either fall outside any meaningful regulatory framework or maintain connections to actors that no democratic state should tolerate".
The report calls for a wholesale reform of Britain's regulatory system to improve transparency over how the groups and charities behind pro-Palestine marches are funded.
While a few of them are charities and businesses, others are completely opaque, the report claims, even hiding how many members they have.
Lord Walney will say: "That organisations can solicit substantial sums from the British public for years, even decades, while disclosing little or nothing about where their money comes from or where it goes, is not a technicality; it is a standing invitation to abuse."
Anne Herzberg, NGO Monitor's legal adviser, adds:
"Some of the groups discussed in this report, including the lead organisers, have operated without any formal structure or financial transparency, despite seeking members and soliciting donations for nearly 25 years."Others have ties to UK-designated terror groups. This report aims to serve as the beginning of a much-needed corrective to this murky, yet highly influential network.
There is still much that must be investigated."
The report looked at 40 of the organisations who have sponsored some of the main pro-Palestine demonstrations from the well-known Palestine
Solidarity Campaign and Amnesty UK to less-known Islamic Human Rights Commission (IHRC). As The Telegraph has previously reported, the IHRC has links to Iran but in the space of five years collected £458,000 in public funds via
gift aid in the last six years.
Several other groups, including Oxfam and Doctors Without Borders (MSF), receive hundreds of thousands of pounds of public money either through direct government funding or Gift Aid.
The report found that at least Il of the 40 either have links to extremist organisations or have officials who have met extremist actors.
The report said: "The external funding streams support staffing, advocacy operations, coalition building, communications infrastructure, legal campaigns, lobbying initiatives and organisational activity that collectively enable sustained UK protest coordination over long periods of time."
These bodies include the Foundation to Promote Open Society and Avaaz, which in 2023 alone provided £177,000 to the charity UK Medical Aid for Palestine (MAP).
MAP purports to be non-political but its name has featured on banners at at least two pro-Palestine marches. In November last year, Rohan Talbot, its director of advocacy and campaigns, accused Israel of being "baby killers" and "waging a Holocaust".A US organisation, The Cultures of Resistance Network, which the report said works with groups which "have engaged in extremist rhetoric, antisemitism and direct action", has also provided funding to MAP.
Action Network, which provides infrastructure for petitions, email campaigns and fundraising, has been used by protest organisers Stop the War, Palestine Action and Na'amod.
"The overlap in organisational participation indicates that Gaza often functions less as an isolated humanitarian issue and more as a framework through which an established activist ecosystem advances a broader political agenda," the report said.
It also found Palestine Action, which has been proscribed as a terrorist organisation, and Cage International, which was named as an Islamist extremist group by Michael Gove in the House of Commons in 2024, appeared to be raising partial funding via cryptocurrency donations.
It said: "The increasing use of crypto raises concerns regarding transparency, source-of-fund verification and regulatory oversight."
Mr Herzog told The Telegraph: "Some of the organisations involved are major household name charities, others operate as companies. Charitable status is no longer, in itself, a stamp of benign activity. To restore trust in the charity sector and rein in hate, the British Government must strengthen regulation. This infostructure of hate must be dismantled."

Feminism has always sought to balance utopianism with the heavy lifting of the everyday, real-world indignities and injustices that curtail and mar women's lives; alongside victories, it has often produced more disagreement than consensus. But this time it feels different. The rifts are wider, deeper, more structurally incompatible with the movement's stated aims, thanks in part to the "shift to identity-based feminism," as Kara Jesella, a U.S.-based researcher on antisemitism in feminism, suggests.
This change, she says, "has enabled the antisemitism and anti-Zionism that were latent at the advent of the movement to become a primary feature."
Who doesn't want "human rights" robustly defended?
Yet this virtuous-sounding phrase has come to be tightly defined by its work in delegitimizing the Jewish state. According to Samuel Moyn, the Yale historian of human rights, the modern usage developed and spread not with the formation of the United Nations in 1948 but in the 1970s, the decade in which the world saw the emergence of behemoth NGOs. Their godfather was Jimmy Carter, who in this decade incorporated "human rights" into foreign policy for the first time. Meanwhile, the 1975 Helsinki Accords, intended to foster good relations between the Cold War-era East and West, further entrenched the "humanitarian" worldview. Humanitarianism became a new way of fighting each other. While the accords meant Jewish groups in the West could push for the rights of the refuseniks, the Soviet Union turned it on its head. Once it became clear that the term could signal moral authority while obscuring violence, it was swept into armed anti-colonial activism. By the mid-197os, Israel had become the eye of the storm, marking the beginning of verbal, psychological, and at times physical violence against Jewish and Israeli women.
The storm only built in intensity as the Soviet policy of "Zionology" co-opted lefties the world over. Soviet Zionology fused Nazi-like ideas of Jews with the language of anti-colonialism ("Zionism is colonialism" and "Zionism is apartheid") and gained a foothold in international leftist and "revolutionary" circles, as well as in the third and Arab worlds.
Attacking Israel was an easy way to target the United States in this Cold War propaganda battle.
Within the feminist movement, this meant attacking Jewish and Israeli women, which got its start half a century earlier amid the conference centers, seminar rooms, and resolutions of globalist humanitarianism and "Third Worldism." Then, as now, the focus on human rights not only excluded Jews and Israelis but also weaponized the whole post-colonial, third-worldist intellectual framework against them.

Izabella Tabarovsky had her "lightbulb moment" about contemporary antisemitism when she had been living in the US for 28 years but was suddenly plunged back to her tough upbringing in the Soviet Union.
It was 2018, and she saw an anti-Israel campus protest on television. "The students were holding placards saying "Zionism is racism', 'Apartheid state', and all the other slogans to which we have become so accustomed.
"I had been writing about the Holocaust in the USSR and had become used to thinking about antisemitism only in those terms. But something about the placards disturbed me - they had echoes that I couldn't quite place. I called my father and asked for his thoughts.
"He just burst out laughing and that's when I realised that I had seen all this before when I was growing up in the USSR. Two immediate questions formed in my mind. The USSR had collapsed long ago so why was this happening now? And how had it got here, this language from my old world?
'The language hadn't been reinvented. It had come straight from my old world."
She came to London to conduct research into the left-wing press of yesteryear. Before long, it became obvious that the anti-Zionist ideas she had seen on the campus protest in America had been been sown in newspapers and periodicals decades before.

Schools, struggling with parent and maybe even teacher groups who claim the Holocaust isn't real or "propaganda" or insist that any mention of genocide has to also mention Gaza, have chosen to go for the easy route and opt out altogether.
It used to be said that people only love dead Jews - novelist Dara Horn has written a brilliant book on the subject - but now even the Holocaust victims are not immune from the modern incarnation of anti-Semitism.
In truth, the Holocaust has become increasingly politicised for many years.
HMD became watered down. First - and probably rightly - it included all the victims of the Nazis, including gay men, the Roma and Sinti gypsy groups, people with disabilities, and political enemies.

When Bristol MP, Damien Egan, who is Jewish, was prevented from visiting a local school after his appearance was cancelled due to "security reasons" , the local teaching
union celebrated this as a great victory, calling it "a win for safeguarding, solidarity and the power of the NEU trade union staff group".
While many unions are obsessed with the issue of Palestine, the National Education Union (NEU), Britain's biggest teaching union, takes things to a whole different level from the top down.

The persistent drumbeat of "anti-Zionism" turns quickly into overt bullying Jew hate on the campus, say some students. "In this hostile climate, many Jewish people only go on to university campus for their lectures," reveals Dov Forman, a third-year student who is also an activist against anti-Semitism.
"I have Jewish friends who, even in this term, have left their student accommodation and gone back to live at home if they're from London, because of how kind of scared they feel. There's an Islamist and hard-left student bloc who are trying to terrorise Jewish students every single day."
Forman continues: "Because Zionists are seen as inherently evil, Jews are too. Any Jewish student is fair game for these people. And if someone screams 'baby killer' at you, or
'From the river to the sea', the other students will stay silent.
And I don't know if that is because they are scared or because they think it's fair game."
The atmosphere of hostility permeates among some academics too. Jews are on the front line of a fight against Western values, says Joseph Mintz, a professor of inclusive education at UCL.
There is this strain of progressive thinking which aligns with Islamism in its anti-Western positioning, and that sets a scene which makes anti-Semitism acceptable," he says.
"In a way, universities are traducing the societies within which they're positioned. Anti-Semitism is one significant expression of that. We see this in UCL, but we see it across academia as a whole."|

"I know that a lot of my colleagues don't agree with these extremist positions, but it's something they will only tell you in secret. There is literally no one who will come out publicly and say this is wrong."

A letter sent to the venue by the Bristol Palestine Alliance complained, among other things, that "Oi Va Voi intends to perform later this year in Israel" and that their singer's album cover of her naked in a field of watermelons featured "dog whistle Zionist imagery".
Strange Brew cancelled the show, citing the watermelon cover image, often used, because of its colours, as a symbol of the Palestinian flag. This was despite the band explaining that the image reflected themes of femininity and nature. The venue said: "The use of politically loaded symbolism in this way - by anyone of any background - is ambiguous and could therefore come across as politically insensitive and/or offensive to the people of Palestine."
Yes, you read that right: an "ambiguous" record cover featuring watermelons is enough to see you cancelled.
The band tell me they are unsure whether their upcoming shows in Brighton and London will still go ahead. Cancellation is like a virus: once one venue caves, others follow.
The Oi Va Voi cancellation follows that of a more famous act - Radiohead's Jonny Greenwood. His supposed crime was performing with Israeli musician Dudu Tassa. That too was in Bristol (what is going on in Bristol?). The pair condemned the "censorship and silencing", adding that the venues had "received enough credible threats to conclude that it's not safe to proceed."Contrast that with Kneecap. They are named after an IRA punishment of shooting petty criminals in the knees. Earlier this month, Liam Barker, who was kneecapped as a teenager, described the impact it had had on him. A victim of sexual abuse, he ran away from his children's home and stole cars. He was shot in the knees by the IRA when he was 17. He said he had to learn to walk again, adding the experience had led him to lead a life "of mental and physical trauma".
This bank holiday weekend, Kneecap will be the headline act at South London's Wide Awake festival in Brockwell Park. Their next UK date will be their biggest
- at Glastonbury. At the last big festival they played at, Coachella, they displayed the message, "F**k Israel.
Free Palestine."
Since then, one of their members has been charged with a terror offence. This relates to footage taken from a gig at the Kentish Town Forum last year, in which Liam O'Hanna (stage name Mo Chana) appears to shout, "Up Hamas, up Hezbollah." At a previous gig, a member appeared to shout: "The only good Tory is a dead Tory. Kill your local MP."
After one gig with them was cancelled, the music industry rallied around. The likes of Paul Weller, Primal Scream, DJ Annie Mac and scores of other acts signed a letter saying: "As artists we feel the need to register our opposition to any political repression of artistic freedom. In a democracy, no political figures or political parties should have the right to dictate who does and does not play at music festivals or gigs that will be enjoyed by thousands of people."
