Last month, local officials said that 1,600 homeless people would be displaced by the security zones around LA28 venues. This group of UCLA and USC researchers say that number is closer to 6,000 (and that doesn't include Pasadena or Long Beach)

This isn't true. Riordan did propose using tobacco settlement funds to cover the costs of Rampart division scandal, but city council rejected.
"Sidewalk repair is a big issue for Los Angeles. Former mayor Richard Riordan was considering allocating funds from an expected tobacco industry lawsuit settlement for sidewalk repairs. When the city was found liable in a series of lawsuits against police misconduct, funds from the tobacco judgment were hastily earmarked to cover the cost of the police settlements."

Reportedly, the four bathrooms are still open, at least for the rest of the fiscal year (until 6/30). Councilmember Jurado's office did not respond to my email asking for an update and it's unclear where the funding is coming from.
