Most of the CS8 along Millbank is like that - can only think of one proper floating stop, the rest are pushed inside the cycle track. Fortunately, there's few buses (just the 87, every 10-12 mins?) so not too much conflict.

EQUITY AND INCLUSIVENESS TOWARDS ALL TRANSPORT USERS

Given that our government is supposed to be against all forms of discrimination, it is regrettable that some prejudices have crept into the document.

Obesity is caused by too great an intake of calories - not by driving, which actually burns up calories. Even a passenger would lose weight marginally in being driven through normal respiration.

Croydon's Tory Mayor has cancelled cycle training* since August 2026, according to this petition sponsored by Green cllrs going to council plenary on 21/8/26 * cycle training in all London boroughs is funded through TfL LIP, so cancellation may be due to Croydon's LIP being cancelled Linkies next
Cllr Ria Patel – Reinstate Cycle Training
We the undersigned, who are residents of the London Borough of Croydon, petition
the council to request that the cycle training that has been cancelled and stopped since
August 2026 to be reinstated with immediate effect. Please answer as to how this will
be done as soon as possible.
Never before has all cycle training been cancelled due to a change of contract. This is
cycle training which is offered in all London Boroughs:
Also explain as to how you will ensure Professional Bikeability cycling instructors have
their 75% pay cut reversed, are given a recoup of lost earnings from your actions and
that a contract is chosen within the Waltham Forest Framework, (which is to try and
standardise good working conditions for cycle instructors across London, ensuring pay
rises with inflation each year), though also ensuring there is an increase to instructors
current wage. Islington council currently demonstrates a good model for in-housing if
the council chooses that route. LCC are able to pay the appropriate wage when
working for them.
The cessation of cycle training in Croydon has resulted, in so far, hundreds of
members of our community, including school children, no longer being able to access
funded cycle training in line with the Mayor’s Transport Strategy, which will effect
thousands, if this continues.

2/ ah ... "keep a balance for all road users" ..."mustn't upset buses" ... yea, so my instinct is right: the cyclist swim lane is designed to cage the morning pelotons and let buses run unhindered.
Why are you not doing more for cyclists in the area?

London's streets have limited physical space. It is important to protect cyclists, but we must also keep a balance for all road users.

We must also be mindful to not disproportionally impact timings for buses and other vehicles using the roads in the area.

Numerous new cycle facilities are planned at the junction including:

A cycle facility on King William Street (northbound) which will allow cyclists to get in front of traffic at the stop line to turn left or right

New wand separated lanes for cyclists

Advance Stop Lines for cyclists on all arms of the junction

Cycle “early release” on all arms of the junction (except Eastcheap). This gives cycles a short head start on other vehicle traffic

New “super early release” on Gracechurch Street, granting cyclists more green time compared to standard early release. On Gracechurch Street we recognise that there are large numbers of cyclists using the junction, so we have developed a new approach to the standard "early release" which will provide more green time for cyclists compared to a standard "early release"
We would therefore expect that people cycling would find the junction easier and safer to use in future.

Am v curious about the possible timings for the "extended cycle gate" swim lane proposed for King William St at the Arthur St junction (north side of London Bridge) If e.g. the gate gives cyclists 10 secs and buses/motors 50 secs then regular AM pelotons will ignore it. bsky.app/profile/clon...

2. Require Visible Identification on All Scheme Bikes: Require all dockless hire e-bikes
operating in the Borough under a council-approved scheme to carry a clearly legible, unique
identification plate or marker on both the front and rear of the bike, large enough to be read
and photographed from a reasonable distance. Identification codes must be registered
against the user account active at the time of hire, enabling any incident — whether reported
by a resident, council officer, or police officer — to be traced back to the individual rider.
3. Establish a Community Reporting Scheme: Instruct the relevant Director to work with the
operator and with the Metropolitan Police to establish, publicise, and resource a simple
community reporting mechanism through which any resident may submit photographs or
video of: (a) e-bike riders riding on pavements; (b) riders failing to comply with traffic signals
or other requirements of the Highway Code; (c) two-up riding (carrying a passenger); (d)
apparent under-18 riders; and (e) bikes abandoned or parked in a manner that creates an
obstruction or hazard. Such reports must be acknowledged within 24 hours, logged in a
publicly available dataset, and where they disclose a criminal offence, forwarded to the
Metropolitan Police with the associated rider identification.
4. Enforce Rider Liability and Parental Responsibility: Require operators to include in their
terms of use, as a condition of their licence in Sutton: (a) a clear statement that riders are
personally liable under the law of negligence for any injury caused to a third party during a
hired ride; (b) a clear statement that under-18s are not permitted to use the scheme, that
account-holders are responsible for ensuring no under-18 uses their account, and that where
an under-18 uses a hire e-bike — whether on a parent's or guardian's account or otherwise
— the parent or guardian of that minor accepts liability for any injury or damage caused; (c)

Does anyone know what #LBHF is approving this evening re cycleway #C9 along Hammersmith Road (gryo to RBKC boundary)? LBHF Cabinet 12/10/26: democracy.lbhf.gov.uk/ieListDocume... Lots of waffle but no actual detail about what LBHF and TfL are building? Swapping wand sep'd tracks for what?
SUMMARY
This report seeks Cabinet approval to support Transport for London's (TfL)
Permanent Cycleway 9 scheme on Hammersmith Road and authorisation for the
Council to enter into a Section 8 Agreement with TfL under the Highways Act 1980.
Building on work TfL started in 2017, the scheme completes a key section of the
strategic cycling route linking Kensington Olympia, Hammersmith, Chiswick, and
Brentford.
TfL would fund and deliver the scheme, representing approximately £20 million of
investment in Hammersmith & Fulham, with no additional Council capital contribution
currently sought. The Council's role is as Highway Authority and to ensure
appropriate legal, governance, maintenance and operational arrangements are
established through the Section 8 Agreement.
The scheme supports the Council's objectives for walking, wheeling, and cycling and
is expected to deliver benefits in relation to sustainable transport, safety,
accessibility, connectivity, and the public realm.

Transport for London (TfL) is undertaking a strategic review of its Transport Modelling tools and processes. TfL currently uses a wide range of Transport Modelling tools across various modelling disciplines. Transport Modelling within TfL is largely carried out by our Public Transport Service Planning, Strategic Analysis and Network Performance Delivery teams. The tools support TfL's ability to conduct Cycling Assignment Modelling, Multi-Modal Variable Demand Modelling, Agent Based Pedestrian Simulation modelling and Public transport assignment modelling. The London Borough of Hammersmith and Fulham (as the asset owner and project lead) has applied for further project funding for Hammersmith Bridge via the Government’s Structures Fund, where it will now be considered alongside other project proposals. We are planning to confirm any funding awards later this year.

Footnote re the ongoing effects of the TfL cyber incident: borough officers have to visit TfL HQ to admin LIP-funded projects as TfL does not currently have remote access to the LIP portal. Papers to TfL Progs Board 7/10/26 board.tfl.gov.uk/ieListDocume...
8.5.12 Safer corridors and neighbourhoods: Boroughs entered a value of work done
for schemes supported by TfL through the LIP process in 2025/26 totalling
£35.75m at the end of March 2026, against a programme allocation of £36.3m.
We have agreed to carry forward £0.48m into 2026/27, at the request of the
London Borough Havering, due to the impact of our works at Gallows Corner
which prevented them from working on surrounding roads. Remote access to
the portal used by London boroughs to undertake the necessary administration
and financial claims for LIP has been unavailable since the cyber incident in
September 2024. This requires borough officers to attend TfL offices to
undertake this work, for which TfL is very grateful. Work is ongoing to develop a
new, secure system which borough officers can access remotely

TfL included some light goods vehicle data in the 2023 Travel in London report content.tfl.gov.uk/travel-in-lo... HGVs trending downwards, LGVs trending up. (TfL didn't include the same breakdown in the 2024 & 25 reports as they focussed on other road modes)
Trends by vehicle type
Traffic flows across all cordons are currently lower than before the pandemic (table 2).
The decrease in overall flows across the central cordon in 2022 was driven by a decrease
in cars, with goods vehicle flows remaining similar to 2021. Across the inner cordon, both
LGV and HGV flows were down at a greater rate than that of cars. However, the opposite
was true at the London boundary cordon between 2019 and 2023, with car flows down at
a greater rate than light goods vehicle flows. Across all areas of London, heavy goods
vehicle flows have declined at the highest rate since the pandemic.
This suggests that the return towards normal from the pandemic has not been even
across all areas of London and all vehicle types, with evidence showing that goods
vehicle traffic is returning more slowly in central and inner London than car traffic.
While 78 per cent of vehicles crossing the boundary cordon in 2019 were cars, growth has
been strongest in light goods vehicles (LGVs). Since 2010, the number of cars crossing the
boundary cordon decreased by 2.0 per cent, while the number of LGVs increased by 9.2
per cent over the same period.

#Westiminster City Council agrees to continue participation in the TfL-led e-scooter trial through to 2028. (Decision: committees.westminster.gov.uk/documents/s7...) The chronology is interesting: 5 years since trial started in 2021 and #DfT still ain't learned enough to write required legislation
5.2 The chronology of recent past DfT and TfL formal extensions and their
reasoning is:
o To March 2022 - To allow time for gathering evidence following a slower
than expected start to trials during the COVID-19 pandemic.
o To November 2022 - After DfT issued updated guidance in February 2022
designed to enhance existing safety measures.
o To 31 May 2024 - To allow DfT to reflect on the further analysis or evidence
that may be needed and would be beneficial.
o To May 2026 (With extension) - To enable DfT to build on current learning
across areas including usage, safety, and environmental impacts, and to
explore changing travel patterns since the coronavirus pandemic and as escooters become more embedded in public life.
5.3 The proposed extension to May 2028 will give DfT, TfL and participating
boroughs more time to strengthen the evidence base before any long-term
decisions are made on rental or private e-scooters. In particular, the extension
will help assess:
o ongoing safety risks and benefits;
o how local street conditions affect e-scooter use;
o the role of e-scooters in supporting wider transport and micromobility policy;
and
o the evidence needed to inform any future Government decision on
permanent rental schemes or privately owned e-scooters.

Can see the point about youth employment. There's an Evri cargo bike centre not far from me, and the riders all seem to be 18-25/higher edu aged. And there's no req for a driving licence. Talking to the riders, they seem to be content, and deliver more (smaller) parcels than the vans

Mandate insurance for electrically assisted pedal cycles
Created by William Cassidy
Closes on 12 February 2027

Require by law all electrically assisted pedal cycles (EAPCs) used on public roads to be registered and insured to improve accountability, support police enforcement, protect victims of collisions and help reduce dangerous and antisocial use. This rule already applies to e-scooters and most e-bikes.

We call on the UK Government to require all EAPCs used on public roads to be registered and insured. We believe this would improve accountability, help police identify offenders, protect victims through insurance, and help reduce dangerous and antisocial use, making roads and communities safer for everyone.

46 signaturesRequire licence plates on all hire cycles
Created by Jonathan Wood
Closes on 11 December 2026

Issue regulations to require cycle hire companies have licence plates on their cycles.

Increased safety and responsibility for hire cycles. Hired cycles should follow the rules of the road like everyone else. Currently many hired cycles break the rules of the road at great danger to both themselves and other users of the road (eg running red lights). Many mechanisms enforcing the rules of the road rely on licence plates to fulfil their function. We see this as a common sense and easy to implement requirement that could bring them in line with other vehicles on the road.

Cyclists to be licenced, registered to be on the road and have insurance
Created by Mr Dwyane Leslie
Closes on 20 September 2026

1 All adults cyclists to have some kind of registration for their bikes like other road users
2 All adult cyclists to have valid insurance while on the road just like other road users
3 Cycling test to raise safety awareness and while on the road
4 Fines to be issued for not complying with this

1. To help identify cyclists that cause accidents and ride away.
2. To help prevent accidents by ensuring appropriate road awareness courses are completed by cyclists.
3. Making cyclists accountable while on the road like those in cars, motor bikes and other vehicles.
4. Potentially help with insurance cost as you may be able to claim on a cyclists insurance in the case of an accident, instead of your own.
5. Fines and or some kind of points system for non compliance of cyclists

251 signaturesTax cyclists for road use
Created by Graham Whittle
Closes on 6 November 2026

We want the Government to tax cyclists, a personal tax for every adult who rides a bicycle on roads.

The Government needs money and I believe that cyclists should have to pay a personal tax to ride their bikes on the roads. They use our roads, they have cycle lanes that are all painted up for them in a lot of places. It doesn’t have to be expensive, e.g. £30 per year or more; but, if everyone who rides a bike paid it, then I believe it surely would put more money in the Government’s bank.

64 signaturesBan bicycles on roads with a speed limit above 30mph
Created by John Corcoran
Closes on 17 February 2027

Ban bicycles on roads with a speed limit above 30mph, as the majority of the cyclists never go above this speed.

We believe cyclists cause unnecessary stress and traffic build up when they ride on road with 40 and 50mph speed limits. Some cars are able to overtake and are often still at risk of hitting the cyclist. We believe it is not safe enough on the roads where cars travel above 30mph for cyclists, whether they're cycling leisurely or as fast as they're able.

* Breaking news * To give drivers more green-light time and space around Putney High Street, the now Tory run Wandsworth Council want to remove bus stops, move the ped xing on Putney Bridge, and narrow pavements! Papers to WBC Transport Ctte 24/9/26: democracy.wandsworth.gov.uk/ieListDocume...
2. Executive Summary
2.1. This report presents an update on the Putney High Street public realm and
junction improvement works. There are further improvements to ease
congestion along the Putney Bridge corridor subject to approval. The most
prominent being relocation of the pedestrian crossing on Putney Bridge to
allow Lower Richmond Road to regain the green time currently assigned to
pedestrians on the bridge when there is a demand. Other potential
improvements include carriageway widening outside TK Maxx, and trialling
Weiss Road as a one-way street. Lower Richmond Road bus stops
2.6. The Council has continuously lobbied TfL to relocate bus stop P by
approximately 40m (Westbound services, outside Kenilworth Court) and
relocate or remove bus stop Q (Eastbound services, opposite Kenilworth Court)
on a trial basis. Whilst TfL has agreed to trial the relocation of bus stop P and
found it to be effective, they have consistently rejected the Council’s request to
a trial at bus stop Q. To demonstrate local views regarding these two buses
stops on Lower Richmond Road, the Council will be consulting local residents
for their views for TfL’s further consideration.
