if I had a pound for every time some idiot councillor said "let cyclists use the park!" and the cyclists went "it's not safe, it doesn't provide useful routes, it bakes in conflict with pedestrians, and your parks close at 4pm in the winter, you muppet," i wouldn't be sat here about to go to work.

Like Tower Hamlets, Croydon got legally spanked by TfL and refused further LIP funding. Officers are trying to write a sensible transport policy to address that but, as you note, undermined by Perry's stupidity.

Perry got rid of the active travel forum during his first term, the Motorists Forum is a new gimmick for his second term and yet to meet. His role model is Ontario's Doug Ford. The people of Croydon got what they voted for.

Description
Transport for London (TfL) is undertaking a strategic review of its Transport Modelling tools and processes. TfL currently uses a wide range of Transport Modelling tools across various modelling disciplines. Transport Modelling within TfL is largely carried out by our Public Transport Service Planning, Strategic Analysis and Network Performance Delivery teams. The tools support TfL's ability to conduct Cycling Assignment Modelling, Multi-Modal Variable Demand Modelling, Agent Based Pedestrian Simulation modelling and Public transport assignment modelling. This preliminary market engagement activity seeks to better understand the technology solutions available in the market

I'm not sure why National Highways think bracketing their inaccessible barriers with "Cyclists Dismount" signs is an appropriate remediation, but I will be asking.
A cycle track lined on one side with road cones and on the other alternating red and white plastic barriers. A large sign in the foreground reads cyclists dismount. The path is obstructed with wooden fence like barriers with a narrow gao alongside. Shortly beyond this obstruction there is a large sign warning of pedestrians crossing as the path crosses a site access slip road on an implied zebra crossing. Traffic passes the scene on an adjacent multi-lane dual carriagewayA cycle track lined on one side with alternating red and white plastic barriers and on the other a single plastic barrier. Streatham High Road is where bus priority is needed. It takes 25 minutes to go the couple of miles to Brixton and is relied upon by everyone. Hope that Lambeth and TfL will review these plans and deliver the promised improvements for bus users on the A23.

Footnote re the ongoing effects of the TfL cyber incident: borough officers have to visit TfL HQ to admin LIP-funded projects as TfL does not currently have remote access to the LIP portal. Papers to TfL Progs Board 7/10/26 board.tfl.gov.uk/ieListDocume...
8.5.12 Safer corridors and neighbourhoods: Boroughs entered a value of work done
for schemes supported by TfL through the LIP process in 2025/26 totalling
£35.75m at the end of March 2026, against a programme allocation of £36.3m.
We have agreed to carry forward £0.48m into 2026/27, at the request of the
London Borough Havering, due to the impact of our works at Gallows Corner
which prevented them from working on surrounding roads. Remote access to
the portal used by London boroughs to undertake the necessary administration
and financial claims for LIP has been unavailable since the cyber incident in
September 2024. This requires borough officers to attend TfL offices to
undertake this work, for which TfL is very grateful. Work is ongoing to develop a
new, secure system which borough officers can access remotely
