Panel 1045 | Housing Conflicts and Politics

Panel-Chair(s) / Panel Chair(s):

    Köppe, Stephan, Dr. Associate Professor, University College Dublin, stephan.koeppe@ucd.ie
    Neimanns, Eric, Dr., Max-Planck-Institut für Gesellschaftsforschung, erik.neimanns@mpifg.de

Schlagwörter / Keywords: housing, political economy, social policy

Zuordnung zu Untergliederungen / Classification:

    Sektion Politische Ökonomie
    AK Wohlfahrtsstaatsforschung

Kurzbeschreibung / Abstract:

Housing has become a highly topical and contested policy area within political economy and social policy (Köppe/Byrne 2024). Comparative housing studies have considered rising housing inequalities and the changing institutional policy landscape (e.g. financializaton), yet the politics behind these trends are still not well understood. We welcome any paper that address the politics of housing and the distributive conflicts around prioritising certain tenure types. Papers with a focus on the following questions are prioritised:

    What are the partisan preferences for housing policies?

While political economy scholars have developed partisan cleavage theories for the welfare state in general, these preferences are less clear cut for housing policy. We encourage papers that address the complex partisan preferences with regards to homeownership, rental regulation and social housing and how these have changed over time.

    How do housing policies differ?

Since the 1990s welfare regime theories have evolved and provide very specific insights for health, pensions and other policy fields. Yet, the housing regime literature mainly describes housing outcomes (e.g. tenure), instead of actual policy differences. Papers that aim to explain housing policy differences across countries are welcome.

    Housing policy actors

The political advocacy of housing policy actors is still poorly understood. Recent advances consider how unions consider house prices in wage bargaining (Neimanns 2026), how f…

PhD opportunity at @liser.lu: Housing provision as enjoyment jobs.liser.lu/job/Esch-sur... Part of the @fnr.lu funded C-SOS (Competitiveness within a Safe Operating Space) Doctoral Training Unit, in collaboration with LIST and @uni.lu Deadline: September 18th, 2026 Happy to answer any questions!
This call is to contribute to this DTU through the development of a PhD project on housing provision as enjoyment in the context of the current housing unaffordability crisis. While economic causes are widely researched, less is known of the role played by enjoyment, desire and drive in the development of housing unaffordability. In housing, it is crucial to scrutinize forms of individualistic enjoyment, such as the control over land exercised by landowners, the production of value by property developers, and the domination landlords exercise over tenants. It is also urgent to identify and amplify more collective forms of enjoyment in housing provision, such as the investments driving the development of social housing, cooperative housing or community land trusts – forms of enjoyment that foreground the use value of ‘home’ and collective libidinal investments in housing provision.

To map these forms of individualistic and collective enjoyment, and to uncover how they become socially accepted part of the ‘new normal’ of housing systems, the project can mobilise, among others: historical analysis of elite discourses and legal texts to identify shifts in the social acceptability of certain forms of individualistic or collective housing-related enjoyment; biographical or life-course interviews with property actors centring on the drivers of their actions; analysis of cultural production (literature, art, music, film, etc.), social media discourse or AI-generated text.

🔎I find that higher rental prices are negatively associated with satisfaction with the local public administration among renters in German urban areas. This negative association is not diluted by an increased supply of rental housing or other public services.
