Kurzbeschreibung / Abstract:

Housing has become a highly topical and contested policy area within political economy and social policy (Köppe/Byrne 2024). Comparative housing studies have considered rising housing inequalities and the changing institutional policy landscape (e.g. financializaton), yet the politics behind these trends are still not well understood. We welcome any paper that address the politics of housing and the distributive conflicts around prioritising certain tenure types. Papers with a focus on the following questions are prioritised:

    What are the partisan preferences for housing policies?

While political economy scholars have developed partisan cleavage theories for the welfare state in general, these preferences are less clear cut for housing policy. We encourage papers that address the complex partisan preferences with regards to homeownership, rental regulation and social housing and how these have changed over time. 

    How do housing policies differ?

Since the 1990s welfare regime theories have evolved and provide very specific insights for health, pensions and other policy fields. Yet, the housing regime literature mainly describes housing outcomes (e.g. tenure), instead of actual policy differences. Papers that aim to explain housing policy differences across countries are welcome.

Abstract

Renters and homeowners not only experience different levels of housing precarity, but the very nature of their precariousness is also different. This article advances our measurement of precarious housing, with a focus on its differential impacts across tenure types in Ireland. Using EU-SILC data (2008–2016), we investigate the prevalence and depth of housing precarity and the drivers of precarious housing. This period is of particular relevance as policymakers focussed on protecting homeowners from the fallout of the property crash, while neglecting the experiences of renters. We show that both private and social renters experience a higher level of precariousness. Furthermore, the tenure effect is more pronounced than the global financial crisis itself. Relevant for social policy interventions is our finding that low consumer debt shields households from experiencing housing precarity and suggests public debt advice services are crucial in mitigating these impacts. Overall, we discuss how housing precarity interacts with other social risks and demonstrate how the experience of precarious housing shifts class boundaries towards the squeezed middle and widens the gulf between renters and owners. These findings have political and policy implications for similar liberal housing regimes experiencing declining homeownership, an expansionary rental sector and widening housing wealth disparities.

‘Building a social project’? The welfare preferences of minority nationalist parties

ABSTRACT

Minority nationalist parties increasingly govern welfare domains, yet little is known about how they form welfare preferences. The rescaling of authority to regional levels has compelled them to craft welfare discourses aligned with their communities’ interests, but how and why they develop such stances remains an open question. Integrating insights from time-series cross-section (TSCS) regression and election manifesto analysis of the Scottish National Party (SNP) and the Basque Nationalist Party (Euzko Alderdi Jeltzalea-Partido Nacionalista Vasco, EAJ-PNV), we systematically examine how welfare preferences evolve over time. We conclude that a combination of socio-economic factors, regional authority devolution and party competition determine whether they treat welfare as an instrument of nation-building or fiscal contention.

A must read. The most shocking for me is: 1) AI companies pay 'campus ambassadors' to undermine campus teaching itself. 2) students are encouraged to upload lectures to train AI. On the latter I might have to ban recordings allowed for access students.
