St. Louis officials say several smoke shops around the city have become magnets for violent and illegal activity. But new rules would make it harder to open the shops and easier for the city to intervene when shops become a nuisance.

It could get harder to open smoke shops in St. Louis — and easier for the city to fight bad ones
The city’s Housing, Urban Development and Zoning Committee approved rules that will clamp down on smoke shops in the city.

Monday’s walk was specifically for the purpose of finding the unsecured Spire plates I keep hearing. Every time a car drives over one at night, I hear the wobble and clang of them shifting. They’re required to secure them but the city doesn’t care. Also found some flowers in bloom.

Sunday’s walk was actually a walk audit along Cherokee to assess how the street works and how it could be improved for pedestrians, cyclists and transit riders. We had speakers (I was one) and a group lunch after. Having the alderwoman and business owners helped so much. Nearly 30 people showed up!

Bistate is set to approve a pilot today to move Metrolink to single cars. They say it will “improve fleet utilization” so why is the internal memo on this making it clear this is about surveillance and policing? This is all part of their long-term plan for a Metro police force.
Key Messages
• MetroLink currently has sufficient passenger capacity to accommodate ridership demand with fewer rail cars on selected trains.
• The pilot is intended to improve fleet utilization while supporting long-term vehicle preservation and sustainability.
• Reduced mileage and wear on portions of the fleet will improve maintenance flexibility and help extend vehicle life.
Train frequency, service span, and station accessibility remain unchanged.
• Metro Transit will continuously monitor passenger loads, reliability, customer feedback, and safety throughout the pilot. To:
Taulby Roach, President and CEO
From:
Kevin Scott, EVP - Public Affairs & Security
Date:

Subject:
MetroLink Rear Car
Mr. Roach,
Overview
We continue to refine our security posture, and with Metro Transit COO Ron Forrest providing further analysis relative to one-car consist considerations, this memorandum revisits the tactical integration of rolling stock management and public-facing security messaging.
By strategically "right-sizing" our consists-specifically the closing of rear MetroLink cars, as reflected in full-capacity Operating Model 2 of Mr. Forrest's correspondence-we can significantly enhance our security force multiplication dynamic, all while creating higher sustained census.
The Force Multiplication Strategy
The primary objective of this protocol is to concentrate our security presence and the riding public into a more defined, manageable footprint. This shift achieves several key security goals:
• Increased Natural Surveillance: By consolidating passengers into fewer cars, we maximize
"eyes on the street" (or rail), which naturally deters illicit activity through increased social density.
• Concentrated Security Deployment: This allows our law enforcement partners and Metro Security Officers to maintain a higher frequency of sweeps and a more visible presence, as the area of patrol is strategically condensed.
• Response Efficiency: Reducing the physical area of the train reduces the time required for security personnel to move through the consist during an active call for service.
