If he sticks with freezing income tax, NICs, VAT then he needs to adopt some Prosperity 2030 proposals on structural wealth taxes, especially those linked to land and unearned gains. There is no other coherent fiscal route. It’s the only remaining tax base large enough to generate revenue.
