Duncan Webb @duncanwebb.bsky.social · 30/09/2026Super excited to see this labour of love out in the Journal of Political Economy! 🤩 I find that getting neighbours to talk to each other about hiring a transgender worker can on its own drastically reduce discrimination in urban India www.journals.uchicago.edu/doi/10.1086/... 2126
Duncan Webb @duncanwebb.bsky.social · 16/09/2026We're now excited to be running a follow-up that tries to understand mechanisms better, and are in conversation about a nationwide scale-up with the Ministry of Education. Much more in the paper! www.duncan-webb.com/papers/Macou...duncan-webb.com 010
Duncan Webb @duncanwebb.bsky.social · 16/09/2026Huge thanks to my amazing co-authors Karen Macours and Julieta Vera Rueda, to Maya Iannuzzi and Oscar Diaz, to CARE Madagascar and CARE France, and to our field team who tracked down girls across half the country. 100
Duncan Webb @duncanwebb.bsky.social · 16/09/2026What I take from all this? Menstruation is a real barrier to girls' learning, and the barrier is in the social dynamics, not so much in the access to products. 100
Duncan Webb @duncanwebb.bsky.social · 16/09/2026Instead, we think the key to the program's success is that it reduces the stigma around menstruation and improves the school's psychosocial climate more broadly. Girls feel less stressed (their heart rates are lower at endline!) and experience less severe bullying. 100
Duncan Webb @duncanwebb.bsky.social · 16/09/2026We find this program led to pretty big (+0.15-0.25 SD) improvements in girls' math & literacy, even though the program doesn't focus on academics at all, and even though we didn't see any measurable improvements in physical health or school attendance. 100
Duncan Webb @duncanwebb.bsky.social · 16/09/2026Two teachers per school run a 5-minute session every week on menstruation, and a few girls in each school are nominated as "Young Girl Leaders" to champion menstrual hygiene among their classmates. 100
Duncan Webb @duncanwebb.bsky.social · 16/09/2026So in Madagascar, CARE has been running a program whose main aim is to get people talking about periods, while also dealing with the practical side: latrines and basins in schools, reusable pads, and basic hygiene knowledge. 100
Duncan Webb @duncanwebb.bsky.social · 16/09/2026So even when girls do have access to products, they may not feel comfortable using them, and they may still feel stressed and embarrassed and so not be able to concentrate on their studies. 100
Duncan Webb @duncanwebb.bsky.social · 16/09/2026We think this might be missing important parts of the story. Menstruation is a super-stigmatised topic around the world, including in Madagascar. 100
Duncan Webb @duncanwebb.bsky.social · 16/09/2026Most programs that focus on menstruation tend to focus on hygiene and access to products, in the hope of improving girls' attendance during menstruation. 100
Duncan Webb @duncanwebb.bsky.social · 16/09/2026We found that yes - a school program that tackles the stigma and practical constraints around periods can substantially improve learning, but perhaps not for the reason we would have guessed going in... 100
Duncan Webb @duncanwebb.bsky.social · 16/09/2026Can menstruation be a barrier to girls' learning in low-income settings? We've been studying this for the last few years (since early PhD days!) in Madagascar in partnership with @CARE Madagascar / CARE France. 🧵 131
