Abstract: 
US firms hiring foreign workers in low-skill nonfarm jobs face a binding quota on the "H-2B" visa, allocated in part through a randomized lottery. We evaluate the quota's marginal impact using the lottery, a novel firm survey, and a pre-analysis plan. Firms exogenously employing more H-2B workers in low-skill jobs increase production (elasticity 0.20–0.22), investment (1.5–2.1), and profits (0.15). The elasticity of substitution between H-2B and US workers is very low (0.8–2.2). Thus, the effect on US employment is zero or positive overall, and positive in rural areas. Forensic analysis suggests similarly low substitutability of black-market labor.

The Nazis stopped Jewish doctors from practising, so thousands of them left the country (my great grandfather was one of them). So many left that this was a good natural experiment for estimating the causal effect of losing doctors on infant mortality (& thousands died)

Jasmin Tendo Mpoza is a very special Malengo student: it turned out her high school degree was ineligible for university admission in Germany, and so she got a new one, remotely and studying by herself in Uganda. She is now getting a BA in International Business at Hochschule Anhalt, Germany.

I'm excited, the RCT suggests Malengo increases psychological well‑being by about 0.36 standard deviations. As a reference point, this is similar in magnitude to the improvements after vision-restoring cataract surgery. This is not obvious a priori!

Siddharth Eapen George et al. study a 2006 Indian reform to show expanded credit access fosters #innovation for firms that face few non-financial barriers. But for the average firm, other barriers hinder their ability to translate credit into innovation. cepr.org/voxeu/column... #EconSky
The 2006 reform significantly improved newly eligible firms’ ability to access credit. Long-term loan balances increased by 12% for newly eligible firms relative to firms with no shift in eligibility. Short-term and total borrowing also expanded by more than 20%. Yet the increased access to bank credit had little impact on product innovation.

Access to finance is an important driver of innovation in developed countries. This studies a 2006 reform in India that expanded credit access for many small Indian manufacturing firms, and finds a nuanced relationship between credit and innovation. Among firms that face few non-financial barriers, credit access fosters innovation, as in advanced economies. But for the average firm, additional barriers hinder their ability to translate credit into new and better products, diluting the effect of credit on innovation. Instead, these firms use credit to scale their existing operations and fully utilise current capacity.
