‘Building a social project’? The welfare preferences of minority nationalist parties

Iñigo Aldama & Matthew Donoghue

Cite this article https://doi.org/10.1080/21622671.2026.2677563
ABSTRACT

Minority nationalist parties increasingly govern welfare domains, yet little is known about how they form welfare preferences. The rescaling of authority to regional levels has compelled them to craft welfare discourses aligned with their communities’ interests, but how and why they develop such stances remains an open question. Integrating insights from time-series cross-section (TSCS) regression and election manifesto analysis of the Scottish National Party (SNP) and the Basque Nationalist Party (Euzko Alderdi Jeltzalea-Partido Nacionalista Vasco, EAJ-PNV), we systematically examine how welfare preferences evolve over time. We conclude that a combination of socio-economic factors, regional authority devolution and party competition determine whether they treat welfare as an instrument of nation-building or fiscal contention.

📉 Did you know? EU official statistics exclude individuals not living in private households. Ranging between 1% and 5% they represent a non-negligible proportion of the population, compromising the accuracy of poverty estimates. Invisible in data = invisible in policy.

Trump is suggesting a hike in the tax rate for the wealthiest. The fact that in four years Biden didn't even think about it tells a lot about the motives behind the rise of the extreme right in the West.

Los menores de 18 siguen siendo los peor situados a pesar de la mejora. Los mayores de 65 no vieron reducida su pobreza en la recesión. Se estabilizó hasta iniciar un descenso a partir de 2018.

Decision-making in communitarian institutions remains biased by dogmatic beliefs. This recent study suggests that the handling of inflation by the BCE has (again) harmed Southern and Eastern European households the most: www.sciencedirect.com/science/arti...
