I have to wonder if the 11 & 12 year olds are also why the Minneapolis Police Department solves such an appallingly low percentage of property crimes with only: 8.9% of Burglaries 2.5% of Damage/Destruction/Vandalism 4.6% of Larcenies 1.4% of Auto Theft actually being "Cleared?"
