How was I to know that sending armor clad, baton wielding, authority drunk cops running full speed at a crowd was a bad idea!
The investigation also criticized Davis for supporting a tactic that the Rapid Response Team was said to have developed that year in which its officers formed a skirmish line and ran toward a crowd in an effort to disperse protesters.

Jacob Clark, a lieutenant in 2020 who supervised the bureau’s specialized crowd control group called the Rapid Response Team, complained that the fence would become a “flashpoint” for protesters and result in more violence, according to the investigation. Clark said Davis failed to consider the team’s proposed alternative of embedding undercover officers into groups of protesters to single out agitators for targeted arrests. Clark said it took command “multiple months” to approve sending undercover officers into the protest crowds.

“There were no good options but avoiding the use of deadly force to protect the jail seemed more desirable to me,” Davis said Friday.

Davis also said the tactic of officers running at a crowd to get people to disperse was effective if the team’s members did not use force on people who were passively resisting. He said the bureau was clear with officers that they can’t knock people to the ground or strike them if some people turned and walked away slowly, for example.

“We told them you can’t do that,” Davis told The Oregonian/OregonLive.

But he also acknowledged that “it was like hitting the brakes on a car that’s going 80 miles an hour. It took longer to stop than it should have.”

Graphic from Portland Neighbors Welcome with text:

We urge Portland City Council:
Reject the Camping Ban Ordinance

"Cities and countries that embraced housing-first have achieved remarkable success in reducing homelessness in humane, sustainable ways. Portland can do the same. These programs do not just move people off the street, they keep them housed. Housing-first strategies are more humane, cost-effective, and offer dignity and respect to those facing the violence of poverty."

When people complain about homeless people in parks, libraries, or other public spaces. Remember what the city lawyers argued when trying to legalize a camping ban.
And while people are prohibited from setting up a campsite during daytime hours, the attorneys say that people can rest in other public spaces, like the Multnomah County Courthouse, Portland City Hall or Portland parks between 8 a.m. and 8 p.m.
