What is new, however, is that different COPs are used in the calculations for the heat pump, depending on the property’s EPC rating. I find it interesting that sensitivity to the price of electricity is low. The cost of insulation is a more decisive factor.
Sensitivity to insulation costs: a difference of approximately 0.5 million connections for the all-electric heat pump option with higher/lower insulation costsSensitivity to insulation costs: a difference of approximately 0.2 million connections for the all-electric heat pump option with higher/lower electricity costs

The Netherlands Environmental Assessment Agency PBL has updated its analysis for local heat planning. By the end of 2027, municipalities will need to have plans in place for every area. Compared to 2025: - All-electric heat pumps doubled - Hybrids + […] [Original post on mastodon.social]
Difference between the 2025 and 2026 analyses. The figures show that the proportion of individual electric heat pumps has almost doubled, rising from around one-third to two-thirds of the total number of connections. Hybrid heat pumps using climate-neutral gas, which accounted for around one-third of the total in 2025, are no longer included in the 2026 analysis.

With a neighbourhood-specific heat transition plan, Dutch local authorities can phase out the gas network in a targeted manner. Now that ‘climate-neutral’ gas is no longer a realistic option at scale, according to this updated analysis, this can help to remove any uncertainty.
