The people who build a system are the responsible parties, not the system. The code doesn't have moral agency -- the humans that created the system do. In other words, OpenAI hacked the Australian government, not "OpenAI's system." OpenAI (and the humans therein) have the agency, not the LLM.

One of the things I learned working at a huge multinational (Amazon) is that functional realignment isn't likely to solve an output problem if political alignment doesn't exist. You can rearrange functional components all you want, but if the politics aren't aligned, you'll make little progress.

I suspect one of Waymo's goals here is to create a permission structure for local politicians, one in which they can feel justified when they decide to not do the hard work to improve their local public transit agencies. "Look! Were part of the transit system!"
