Sacramento might have California’s most logical sidewalk cycling law: 1) Prohibited only when there’s an on-street low stress bikeway provided, and 2) Only when there’s a demonstrated bike/walk conflict probability, and 3) Only when the sidewalk cycling prohibition is promoted via signage

A. No person shall ride a bicycle on a sidewalk where a sign is posted indicating that bicycling is prohibited. The city manager shall designate sidewalks where such signs are posted upon a finding that:

housing developments that are inconsistent with locally adopted requirements; override
local zoning or density standards; or invalidate locally adopted housing or land use

In 2022 Oakland implemented a 30-block project on West St to add painted buffer bike lanes. But Caltrans put a hold on the one block under 580 claiming the proposed 10.5-foot travel lanes were “non-standard” despite this being used for all the other 30 blocks.

The East Bay's newest separated bikeway is ready to ride, covering 0.2 miles of Portola Ave in Livermore. This was installed as a quick-build alongside routine paving, along w a slip turn lane closure on Enos at Portola using recycled plastic curb stops.

In my multi-decade career as a bike advocate, there've been a total of 2 tragic, fatal East Bay crashes btwn bike riders & pedestrians. One was determined to be the fault of the pedestrian & street design upgrades were implemented after. The other was the fault of the bike rider, in a parking lot.

The City of Pittsburg has blatantly misrepresented the recommendation from their own 2021 bike/walk plan as part of an Environmental Impact Report for a proposed roadway extension of W Leland Rd, indicating that the plan recommended paint-only bike lanes instead of protected.

Pedestrian facilities generally include sidewalks, crosswalks, and pedestrian signals. The City of Pittsburg designates planned bicycle and pedestrian locations across the City, including within the project area. Figure 7.5, Bicycle Network, of the City's General Plan designates the proposed roadway extension as a Planned Major Arterial Roadway with a planned Class II bicycle lane.' Key Improvements
• When West Leland Road is extended via development from Avila Road, add a Class IV separated bikeway.
• At the S. Broadway Avenue intersection, add a marked crosswalk and install curb ramps across Broadway Avanue.
• Install a shared-use path on the south side of W. Leland Road from Villa Drive to the BART station access road northeast of Southwood Drive.
• At Woodhill Drive, upgrade the southeast curb ramp and mark the eastern and western crosswalks.
• Close the sidewalk gap on the northern side of W. Leland between Woodhill Drive and the BART station access road northeast of Southwood Drive.
• At Southwood Drive, upgrade the curb ramps and mark the eastern and western crosswalks.
• At the BART station access road: mark the western crosswalk; add high-visibility crosswalk markings; and install an LPI on the eastern and western crosswalks.
• Mark the western crosswalk at Oak Hills Drive.
• At Montevideo Drive, mark the western crosswalk and upgrade the curb ramp on the southwest corner."
