The English Devolution Bill is promoted as a "bottom-up" change; evidence suggests that central government initiatives with limited grassroots involvement primarily drive it. The standardised nature of the proposed reforms raises questions about how they reflect local aspirations.

The process appears to be driven by central government directives rather than emerging organically from local demands. The White Paper proposes the establishment of more directly elected mayors and reorganising local government structures, which are top-down impositions.
