I bothered Halifax council about the same issue for the third year in a row. Thank you Terri for live-posting through a very long meeting! Here are my remarks from this afternoon:
Good afternoon. My name is Ben MacLeod and I am a resident of Halifax.

I have enjoyed listening to today’s presenters and I echo calls for continued support for the Road to Economic Prosperity Plan, the arts, as well as dedicated bus and bike lanes.

Thank you council and staff for the opportunity to speak.

I am here to reiterate the same concerns about municipal work that I raised during the Corporate Services budget meeting last year, as well as the year before that.

I’d like to begin by paraphrasing three of the goals set out in the new Strategic Plan that relate to the municipal workforce.

First, the document pledges to “foster a workplace that is equitable, diverse, inclusive, and accessible”. It says the municipality aims to “ensure employees feel safe, included and respected” in part by recognising that different people have different needs.

Secondly, it says the municipality will attract and retain talent in part by ensuring that staff are engaged, supported, and provided the tools needed to be successful.

Lastly, it says that the organisation will “foster a safety-first culture where employees’ mental, emotional and physical well-being are protected”.

In my past statements to this committee, I spoke about how the municipality fails to put the above commitments into practice in failing to mitigate COVID-19, and airborne pathogens generally, in municipal workplaces.

I will briefly restate the concerns I expressed in previous years:

COVID did not vanish four years ago when Premier Houston lifted public health measures.

The muncipality’s failure to mitigate COVID transmission in workplaces, which is and remains a municipal choice, represents a failure to provide safe and inclusive work environments contrary to not only municipal policy, but also the Occupational Health and Safety Act.

Inflexible workplace policy harms efforts to attract and retain talent (and, I would add, contributes to traffic congestion).Unmitigated disease transmission drives high absenteeism and worsens municipal service delivery.

While the municipality purports to employ evidence-based decision-making, it consistently ignores the evidence about COVID’s continuing harm. Although there are proven, evidence-based mitigation measures at our disposal, the municipality fails to use them.

What puzzled me both when I worked as a municipal employee and in the years since is a question about values, their purpose, and the way they are applied.

This organisation professes to hold certain values, to develop policy in alignment with those values, and to execute that policy through actions that ultimately reflect a values-driven vision for the municipality.

But in practice, decision-makers do not seem to be bound or consistently guided by those values. Perhaps council and the administration simply were mistaken when they chose those values, I wondered, and decided to set them aside.

I also wondered whether the organisation’s values and priorities had evolved with the changing of council members.

I wondered, prior to reading the new Strategic Plan, whether staff and council had decided to adopt different values this time around so as to bring – in a roundabout way – the actions of this municipality into alignment with its stated values.

However, as we have seen, the relevant themes and values in the new Strategic Plan are much the same as the ones in the old strategic plan.

So as long as we continue to espouse these values, I ask you to please act on them.

It is clear that higher orders of government have failed us in the realm of public health just as they are failing us in transportation, housing, and other policy areas.

The municipality may be a lower order of government, but it can choose the high road.

Public health may not be a municipal responsibility in Nova Scotia, but ensuring workplace safety is the duty of any employer in this province. What would it look like for the municipality to act in accordance with its values when it comes to COVID-19, workplace safety and inclusion?

I acknowledge that any mention of COVID conjures images, in many peoples’ minds, of the serious public health measures of early 2020.

That’s not what I’m asking for. COVID-cautious people want flexibility in their working arrangements, clean air in the office, and adequate sick leave. These are measures that unequivocally benefit all workers, and make workplaces more inclusive, safer, and more attractive to prospective employees.

I suggest the municipality begin this work with an independent study to examine the issue and identify feasible ways of tackling it with the input of those with expertise not only in public health, but also building science and engineering.

This undertaking would make the municipality a role model for other employers, and an example of an institution beginning to adapt to the pandemic in accordance with the values it claims to hold.

Thank you.
