There are many situations where non-violent resistance is far superior to any other options to effect change. However, WWII-era Nazi occupied territory is probably the most clear cut case where authorities were not vulnerable to pangs of conscience about inflicting mass violence on the non-violent.

Was just at a restaurant in Prague - a very touristy spot that somehow remains quite cheap and one I go to 1/2 times a year. I asked the waiter why it’s still cheap and he said the owner believes that ‘cheap and busy’ is better than ‘expensive and half empty’
