The Inflation Reduction Act of 2022 included, for the first time, a tax credit to make energy storage cheaper, which also made it cheaper to deploy solar and storage together. The IRA also had credits or loan guarantees for manufacturing and deploying energy storage in America. IRA made line go up.

B/C ratio goes up if: better targeting at distressed places & high multiplier projects; better design -- avoid too high a ratio of incentives to direct jobs, emphasize incentives that are customized services, use clawbacks; & complement w/ expansive housing supply policies.

This report highlights that the devil is in the details on incentives. Out of these 50 large clean energy projects, the "median" project has benefits>incentive costs by 47% -- but 13 projects have B/C ratio >3, and 7 have B/C < 0.5.

Another observation from our work: We really need better data on the geothermal supply chain. The best estimate I've seen of global production capacity for ORC geothermal turbines was published in 2017 and is based on data from at least a year before that.

How large this opportunity becomes will depend on how quickly geothermal grows in the United States and abroad and on the competitiveness of American manufacturing. Federal and state-level policymakers can do much more to support the buildout of a competitive domestic supply chain for geothermal.

If next-generation geothermal power is to achieve liftoff and scale in the United States, we’ll need a whole lot more geothermal hardware, and we’ll need to harden that hardware for higher-temperature conditions. That’s an opportunity for new manufacturing, and the United States should seize it.

a lot of energy/climate policy events i've been to lately have stressed that states can pick up the slack for the federal government thanks to "federalism" and states being "laboratories of democracy" but i feel like this take crashes really hard against a bunch of states' balanced budget rules
