The puzzle: The EU is deeply embedded in the global dollar system, creating geopolitical risks and undermining EU sovereignty. However, the EU is a large trading block and has all the institutional conditions to make the euro into an alternative to the dollar.

EU dollar dependence is rooted in global pricing practices ranging from the dollar-denominated benchmarks of the London Metal Exchange and agricultural commodities at the Chicago Board of Trade to complex high-tech and aerospace supply chains (think AMSL)
